POSITION DESCRIPTION:
The Facilities Manager is responsible for the management of all CPA facilities/properties and related administrative functions. This includes preventative and non-preventative maintenance, building and equipment repairs, and regular inspections/audits. This position supervises two positions: the CPA Maintenance Technician responsible for routine maintenance/general building repairs of agency facilities/properties and the janitorial services staff that cleans 4 separate CPA locations.
POSITION REQUIREMENTS:
Five years of progressive experience managing facilities maintenance operations. Must be self-motivated, proactive and results orientated with ability to multitask and meet deadlines. Knowledge of federal, state and local building, fire and safety codes. Knowledge of various maintenance trades including carpentry, electrical, plumbing, and HVAC. Systems management maintenance and monitoring experience preferred with mechanical aptitude. Knowledge of the types and uses of equipment and materials used in maintenance and repair work. Knowledge of safety practices and procedures followed in maintenance and repair work. Knowledge of the standard preventative maintenance procedures followed in connection with building structures. Knowledge of inspections of buildings, grounds, building systems, heating plants, and life safety equipment.
Strong emotional intelligence and the ability to work effectively with staff, vendors, and governmental agencies is critical. Must have strong decision-making, verbal and written communication skills and the ability to analyze and solve problems effectively and act quickly in emergency situations. Ability to manage and supervise others. Must be self-motivated, dependable and reliable with the ability to work independently, prioritize activities and meet deadlines. Must possess a valid CT driver's license and have reliable transportation.
RESPONSIBILITIES:
- Perform monthly, or more frequently as needed, inspections of all agency facilities and grounds (Hartford, Waterbury, Hamden, and Manchester) to identify any issues and necessary repairs.
- Perform minor building repairs, as needed.
- Maintain professional boundaries when interacting with staff, participants, and vendors.
- Ensure permits are up to date including Kitchen and Health Inspections and Fire Marshall certificates.
- Assist in researching and negotiating best pricing for facility contracts, e.g., trash removal, HVAC and elevator maintenance contracts, snow removal, sprinkler system, etc.
- Manage, coordinate, and schedule all maintenance, inspections, and repair work identified from inspections and/or maintenance work. Oversee, inspect and validate completion of work within scope and quality.
- Build relationships with vendors and maintain a vendor list assuring there are vendors in place for all trades and services as required for facilities operations.
- Assist in ensuring building emergency systems, including security systems, are operational through in-house inspections and vendor maintenance contracts.
- Assist in the management of facility projects, including the bid process (e.g., writing the scope of services) and contractor oversight.
- Oversight of the management and maintenance of the agency's vehicle fleet.
- Adhere to agency fiscal policies and procedures.
- Provide project updates and/or status reports weekly to the Chief Financial Officer and Director of Operations.
- Supervise assigned staff including hiring, training, evaluation, coaching and performance management.
- Serve as a member of the Safety Committee.
- Adhere to PREA (Prison Rape Elimination Act) standards, policies and practices.
- Participate in all required training.
- Perform all other duties as required.
