GENERAL DESCRIPTION OF DUTIES
The purpose of this position is to support the Agency’s needs by providing responsibility for the development, coordination, management, and oversight of CRT youth programming (SYELP). The Program Manager for SYELP integrates an array of programs and services provided by CRT to achieve successful and documentable quality services to youth. Programs/Activities coordinated and managed include Summer Youth Employment Learning Program (SYELP), and any other assigned youth grant activities. The Program Manager will supervise three to five employees depending on contractual requirements.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS

- Actively participate and contribute to budget design, program planning and monitoring. Responsible for maintaining program budget and services as dictated by agency and/or contract.
- Organize, and implement all programming, including; intake, assessment, orientation, and service delivery. Including student educational and skill-based training components.
- Ensure compliance with all funding and reporting requirements, including, but not limited to, statewide and federal regulations/standards.
- Supervise, coach, motivate, and train staff members under direct supervision, providing regular feedback.
- Develop program public relations/informational materials in conjunction with agency representatives.
- Participate in community activities and foster relationships with community partners, including but not limited to non-profit organizations, employers, agency funders, City of Hartford public schools, etc.
- Prepares, plans, and facilitates individual and group training sessions with integrity and fidelity to curriculum/manual, while remaining up to date on any contract required changes.
- Develop and implement job search and employment counseling activities with program participants.
- Able to recognize and address ambivalence and resistance and helps clients maintain motivation to change.
- Ensures all youth meet funder eligibility standards and maintains documentation relative to participant eligibility.
- Able to recognize anti-social thinking, feeling, and acting, and to demonstrate and reinforce concrete alternatives.
- Responsible for case management functions, including adherence to CRT Steps to Success standards, client progress reports and statistical reports.
- Maintain comprehensive and accurate data in all required case management/data collection systems (agency & funder required).
- Monitors and completes required program compliance & outcome reports.
- Must be available some evenings and maintain flexible schedule to meet program and participant needs.
- Develops worksite agreements and employer engagement strategies to support program operations. If applicable.

- Participate in, retain and incorporate training as required.
· Provide effective customer services including, but not limited to greeting, receiving, and addressing clients with respect and dignity at all times.
MINIMUM TRAINING AND EXPERIENCE
Education: Bachelors required; degree in Social Science or related field preferred.
Minimum Years of Experience: three years’ experience in a supervisory capacity, one of which must include supervision of two or more programs.
Demonstrate skills in: working with individuals who are or were incarcerated, experiencing homelessness, substance abuse, and/or mental illness. Experience providing services to incarcerated, homeless and low-income individuals/families. Demonstrated success in developing strong working relationships with client population and relating to individuals making significant life decisions, while being supportive of individuals’ increasing independence.
Knowledge of: sound financial management and growth. Demonstrated ability to attract, develop, motivate, and retain quality staff and work effectively with senior leadership. Proficient in using technology as a management reporting tool and experience working with information technology staff to develop and implement program evaluation systems. Excellent communication and coalition building skills with an ability to balance, negotiate, and work with a variety of internal and external stakeholders; high level of knowledge and understanding, especially as it relates to program replication, connecting programs to funding, creatively generating other resources, and building strategic partnerships. Strong management skills, with an ability to manage diverse operations, effectively multi-task and a style that encourages creativity, growth, collaboration, problem solving, open communication and accountability. Ability to work with diverse, multicultural population. Strong ability to communicate in written and oral form.
