Salary and Application Procedures: This position is classified as a Grade Level VII position on the CSP Salary Scale with hourly pay range of $11.98 - $17.48 depending on experience and education. Job Description

Position Title:Housing Rehabilitation Assistant

Department: Housing

Reports To: Home Preservation Manager

Employment Classification: Regular Full-Time, Non-Exempt, Safety-Sensitive

Grade/Salary: Grade VII- Level 1- 12; depending on experience

Summary of Duties:

The Housing Rehabilitation Assistant works under the supervision of the Home Preservation Manager in administering various home rehabilitation/repair programs, including weatherization, pre-weatherization, housing preservation grant, emergency home repair, etc. The position also provides outreach services for the program. Proficiency with computer software such as Microsoft Office is essential to the position. Knowledge of home repair and proficiency in math are also essential to this position.

Essential duties and responsibilities: other duties may be assigned by the supervisor

  • Complete in-take applications for home repair programs and determine program eligibility;
  • Rank files based on priority points system and on need;
  • Review applications to ensure all required documentation has been collected;
  • Prepare letters to clients regarding information needed to complete or update application;
  • Maintain current files and records for the home repair programs in accordance with program guidelines;
  • Provide on-site assistance with applications to clients in all counties in service area;
  • Assist with organizing home rehabilitation activities and meetings;
  • Assist with bid package preparation and bid openings for home repair contracts.
  • Conduct outreach and referrals and maintain accurate records on these activities;
  • As needed, coordinate with various community agencies to provide outreach and referrals;
  • Attend staff and other meetings as necessary;
  • Performs other duties and responsibilities as assigned by the Supervisor.

Education and Experience:

¨ Possession of a Bachelor’s degree in Public Administration, Business Administration, or related field is required; OR

¨ Minimum of two years work experience and knowledge of home repairs and basic construction.

Certificates, Licenses, Registrations:

¨ Valid Driver’s License with liability insurance.

¨ Serviceable automobile.

Language Skills:

¨ Ability to communicate to diverse populations.

¨ Ability to effectively present information to clients.

¨ Ability to communicate clearly and concisely to staff members, program participants and contractors.

Mathematical Skills:

¨ Ability to compute simple math such as addition, subtraction, multiplication and division.

¨ Ability to use fractions and percentages.

Reasoning Ability:

¨ Ability to analyze problems confronted by program participants.

¨ Ability to define problems and draw valid conclusions.

Other Skills and Abilities:

¨ Ability to develop effective working relationships with staff members and program participants.

¨ Regular and predictable attendance.

¨ Capable of using Windows XP and Microsoft Office including PowerPoint.

¨ Knowledge of CSP programs and services.

¨ Sensitivity to multi-racial and multi-cultural issues.

¨ Ability to develop rapport quickly and easily.

¨ Ability to work independently with minimal supervision.

¨ Ability to meet deadlines.

While performing the duties of this job, the employee is routinely required to sit, talk, and hear. The employee is regularly required to stand and walk. Specific vision abilities required by this job include the ability to operate a vehicle. Some occasional lifting or moving objects up to 20 lbs. is required in transporting equipment and files. Extensive writing is required and extended periods on the phone is customary. Multiple demands from several people are frequently required of the employee. The ability to write, read, listen, and speak is required of this employee.

Work Environment: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Reasonable accommodations may be made to enable individuals to perform the essential functions.

The noise level is variable in the work environment. Work is performed indoors and outdoors. The employee is expected to operate a computer, telephone, fax machine, and personal automobile. The employee is expected to conduct inspections of home in deteriorating conditions. At times, these homes may be unsanitary and the employer is not responsible for the quality or condition of the applicant’s homes.
