The First Steps Service Coordinator is a professional position charged with the referral, intake, eligibility and IFSP implementation process of Missouri’s First Steps Early Intervention system. First Steps Program shall serve as the System Point of Entry (SPOE) for Department of Elementary and Secondary Education (DESE) covering the contracted SPOE region.


Essential Job Functions:


  1. Responsible for Missouri’s First Steps Early Intervention process and timelines – 45 day, Initial, 6 Month Review and Transition.

  2. Responsible for responding to referrals within two days.

  3. Develop and maintain Early Intervention records, both hard copy and electronic in the Web-SPOE Child Care Management System.

  4. Responsible for the initiating and maintaining the eligibility process for First Steps families.

  5. Carry out required activities for IFSP development.

  6. Facilitate the initial IFSP meeting within 45 days of referral.

  7. Responsible for facilitating monthly EIT meeting for team assigned including; scheduling, an agenda, attendance and minutes of meeting.

  8. Responsible for monthly contact with families to ensure appropriate provision of services

  9. Facilitating a timely delivery and monitoring of available services.

  10. Uphold all compliance standards and indicators.

  11. Utilize required forms, documentation and Web-SPOE Child Care Management System.

  12. Maintain confidential and HIPAA/FERPA Compliant files and data.

  13. Maintain and communicate weekly and monthly time logs and schedules

  14. Responsible for documenting thorough accurate and consistent case notes and records within two (2) working days.

  15. Responsible for maintaining a family centered philosophy.

  16. Establish a working relationship with families by building rapport and respect.

  17. Provide families with clear and accurate information of First Steps federal regulations and Procedural Safeguards using the families’ native language or primary mode of communication.

  18. Responsible for assisting parents of eligible children in gaining access to the early intervention services and other services identified in the Individualized Family Service Plan (IFSP).

  19. Responsible for continuously seeking the appropriate services and situation necessary to benefit the development of each child being served for the duration of the child’s eligibility.

  20. Refer families to other state and community programs and resources.

  21. Attend and participate in CSS and state agency meetings, monitoring activities and training as directed.

  22. Engage in Public Awareness/Child Find and Provider Recruitment activities.

  23. Performs related work as assigned.


Minimum Required Knowledge, Skills, and Abilities:


  1. Through knowledge of Missouri’s First Steps system, philosophy, rules and regulations.

  2. Knowledge of basic child growth and development and family dynamics.

  3. Work with and respect persons with developmental disabilities.

  4. Exercise good judgment and discretion.

  5. Possess good communication and interviewing skills.

  6. Effectively utilize problem solving, negotiation and mediation skills.

  7. Possess good documentation skills.

  8. Possess good organizational and time management skills.

  9. Possess the ability to effectively use a computer.

  10. Ability to identify and develop community and state resources.


Physical Requirements:

Prolonged sitting, standing, and frequent walking. Occasional bending, stooping, and kneeling. Occasional heavy lifting up to 50 pounds. Use of typical office equipment.


Minimum Experience and Training Qualifications:


Graduation from an accredited college or university with a bachelor’s degree as delineated in Missouri First Steps System Personnel Standards. Completion of all Module Trainings developed.

A valid driver’s license, clear background screen and proof of current auto insurance is required.
