We are seeking a skilled and experienced contractor to support the Georgia Army National Guard (GAARNG) in retention coordination services. This role is critical to understanding attrition trends and improving retention strategies to ensure the readiness and effectiveness of over 11,000 GAARNG Soldiers. A strong background in Army National Guard recruiting and retention practices is essential to success in this role.
Responsibilities:
Retention Trend Analysis & Reporting:
- Brief the Adjutant General, Commanding General, and G1 on the current readiness state of GAARNG Soldiers quarterly.
- Provide written recommendations to the G1 and Commanding General on managing attrition trends and developing solutions. Recommendations are to be submitted semi-annually or as directed, ensuring 98% compliance with ARNG analytical standards.
Personnel Transfers & Compliance:
- Oversee and execute all personnel transfers to the Inactive National Guard (ING) upon request, completing actions within 10 business days and ensuring full compliance with GAARNG policies.
- Ensure that negative end-strength and NO-VAL remain within NGB maximum standards, submitting monthly compliance reports to the G1.
Training & Development:
- Develop and implement training requirements and objectives for over 150 career counselors across units, battalions, and MSCs. Conduct semi-annual training sessions, ensuring 95% of participants meet training objectives based on post-training assessments.
System Management & Access Control:
- Manage the ARNG secure website, Retention Management Software (RMS), ensuring 100% uptime and accessibility. Implement system updates within 2 business days of receiving updates or patches.
- Manage access to the Director’s Personnel Readiness Overview (DPRO) for 1,700 FTS and temporary staff, ensuring access requests are processed within 3 business days and maintaining 100% compliance with security protocols.
Guidance & Data Analysis:
- Provide guidance on addressing force structure changes to the stationing team and submit relevant documents within 5 business days.
- Conduct research and provide data to the G1 in response to Congressional inquiries within 10 business days, ensuring 98% accuracy in the information provided.
Retention Planning & Analysis:
- Analyze and submit historical trends to the Strategic Management Office, supporting the annual State of the State briefing to NGB, with 100% accuracy.
- Lead actuarial analyses and statistical tests using large datasets to support retention planning, ensuring 98% accuracy in the findings.
Program Management & Reporting:
- Administer the state’s Freedom Salute and Extend to Defend programs for all completed retention contracts, ensuring compliance with program guidelines and completing all activities within 15 business days of contract finalization.
- Provide workforce data related to GAARNG personnel upon request, ensuring 98% accuracy in reporting and delivery within 5 business days.
Financial Management & Forecasting:
- Supervise the execution of the General Fund Enterprise Business System (GFEBS) for the G1, ensuring compliance with ARNG financial policies and specified timelines.
- Forecast potential issues related to the Force Integration Plan and submit documented mitigation strategies to the G1 quarterly, achieving a 98% success rate in issue identification.
Coordination & Knowledge Sharing:
- Coordinate with state Incentive Managers (IMs) to align retention initiatives with state-level goals, submitting coordination reports quarterly.
- Capture, develop, and share retention best practices, documenting knowledge-sharing activities and submitting reports semi-annually with a 98% success rate.
Operational Assessments & Reporting:
- Conduct annual assessments of recruiting, retention, and personnel operations across all MSCs, ensuring 100% accuracy and alignment with ARNG standards. Submit assessment reports to the G1 within 20 business days.
Qualifications:
- Extensive experience in Army National Guard recruiting and retention operations.
- Strong ability to analyze and manage retention data, trends, and performance.
- Exceptional communication skills to effectively brief senior leadership and provide actionable recommendations.
- Ability to manage systems and personnel access with strict adherence to security protocols.
