The Texas Comptroller’s Office is seeking highly qualified candidates to fill the Manager VI position in the Professional Development division in the role of Staff Development Manager. This high-energy, fast-paced team provides a wide variety of training and professional development opportunities and services focused on developing employees personally and professionally.

Qualifications


You qualify if you are a professional who has:

· A bachelor’s degree from an accredited four-year college or university or equivalent experience.

  • At least three (3) years’ full-time experience directly supervising, evaluating and developing a team of trainers in an adult learning environment.
  • At least five (5) years’ full-time experience in the last seven (7) years creating, designing, developing and facilitating engaging and impactful training courses for adult learners in both the virtual and in-person learning environment.
  • Superior communication and critical thinking skills.
  • Exceptional public speaking and program facilitation skills.
  • Customer Service mindset.
  • Excelled in a fast-paced collaborative team that solves problems, brainstorms, takes risks and creates new programs.
  • Demonstrated experience:

o Supervising, managing and leading the day-to-day activities and expected outcomes of an established team in the training and development industry.

o Designing, developing and delivering high-quality learning solutions in an adult learning environment.

o Taking risks, proposing new ideas and cultivating a collaborative environment.

o Conceiving and managing learning programs based on customer needs from inception to completion.

o Consulting with peers, internal customers and senior management to quickly assess learning needs, propose, design, develop, deliver, and measure success of learning solutions.

o Managing multiple projects simultaneously.

o Developing content using instructional design techniques, industry-standard tools and modern technology.

o Communicating effectively and credibly, both verbally and in writing, with audiences at all levels of the organization.

o Using Microsoft Office 365 including Word, Excel, PowerPoint and Teams.

As the Staff Development Manager, you will:

Develop partnerships, consult and collaborate with peers, internal customers and senior management to assess agency and division specific learning needs, and create learning programs that fill talent gaps and develop teams.

Perform advanced (senior-level) managerial work supervising the daily operations of the Staff Development team within the Professional Development Division.

  • Lead, evaluate, engage and coach team to design and deliver high-quality, relevant learning opportunities that meet the needs of the agency in a timely manner.
  • Oversee the design, development and delivery of instructor led in-person, hybrid and virtual employee development programs, training courses, team building activities, collaboration sessions, lunch and learns and other events to ensure professional quality and appearance, impact and effectiveness.
  • Perform senior-level training work by designing course curriculum and facilitating high-impact, engaging courses of all lengths with confidence and minimal supervision.
  • Set expectations, evaluate and manage performance of Staff Development Team in a hybrid work environment.
  • Review materials created by employees to ensure professional quality and appearance, appropriate content, consistency and responsiveness.
  • Seek feedback and analyze data to measure impact and evaluate success of programs based on established learning needs.

Perform advanced (senior-level) managerial work administering the daily operations of the Staff Development Team within the Professional Development Division.

  • Develop guidelines, policies and procedures related to learning and development.
  • Coordinate and evaluate business functions, department activities and budget expenditures.
  • Set measurable goals and priorities and utilize existing resources to meet agency needs.
  • Prepare and present management and productivity reports to identify areas of improvement and opportunities for new development. Recommend solutions to improve operations and oversee implementation of changes.
  • Seek and propose new and creative learning solutions.
  • Promote learning and development opportunities through marketing and communication.
  • Seek, learn and introduce new training techniques and opportunities to use modern technology.

Work in the office a minimum of three days per work with the expectation of more if business requires.

Manage multiple priorities under the direction of the Division Director in in a fast-paced, multi-tasking environment with limited supervision.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This position requires the incumbent to perform a mix of sedentary office work and moderate levels of activity. Mobility and physical activity such as standing during training classes, walking to neighboring office buildings, lifting and carrying boxes, bending, kneeling and reaching are routinely required to carry out some duties, including facilitating training programs and routine office duties. The ability to sit/stand and use a computer and telephone to maintain client/customer contact for extended periods of time is required. Cognitive abilities to listen, learn, recall, and apply certain concepts, practices and policies, and the stamina to maintain attention to detail despite interruptions is required. Marginal or corrected visual and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers. May involve moving up to 20 lbs. of office equipment/material on a limited basis. Occasional travel may be required for this position.
