Role Description

This is a contract hybrid role for a Front-End Web Developer at Computer Deductions Inc. CDI offers 1099 roles and W2 roles with benefits for this position. This role will be based in Sacramento, CA, with flexibility for remote work. Please read below for more details on the contract

Qualifications and Details below!!!

MANDATORY QUALIFICATIONS.

A minimum of five (5) years of experience as a tester of software applications.

A minimum of three (3) years of accessibility/usability/inclusive design and testing experience and in-depth knowledge of Web Content Accessibility Guidelines (WCAG) 2.2 09/2022 including principles and success criteria and Section 508 requirements, and accessibility/usability/inclusive design practices for IT software.

A minimum of three (3) years of experience in mobile and desktop browser testing using various operating systems.

A minimum of three (3) years of experience testing electronic document formats such as Word, Excel, or Portable Document Format (PDF) for WCAG 2.2 09/2022 and Section 508 compliance.

A minimum of three (3) years of experience with standard 508 testing tools such as JAWS, AXE, WAVE, NVDA, Mac voiceover, Web Accessibility Tool Bar, Color contrast analyzer, Adobe Acrobat, screen magnifiers, speech recognition software and alternative input devices.

A minimum of two (2) years of experience of detail documentation and recommended remediation of accessibility issues and concerns for technical and non-technical stakeholders.

Knowledge and experience of HTML semantics/tagging and Accessible Rich Internet Applications (ARIA). (Important!)

Either a relevant certification or a bachelor’s degree. Additional qualifying experience may be substituted for the required education on a year-for-year basis.

Experience

This Classification must have a minimum of five (5) years of experience applying analytical processes on IT projects. At least three (3) years of that experience must have been in business systems analysis and design.

And Education

This classification requires the possession of a bachelor’s degree in an IT-related or Engineering field. Additional qualifying experience may be substituted for the required education on a year-for-year basis.

CONTRACT DETAILS:

This is a time and materials contract. The purpose is to secure consulting services to successfully execute accessibility compliance assessment and testing services and activities that contribute to the successful development and implementation of the California Automated Lobbying and Campaign Contributions and Expenditure Search System (CAL-ACCESS) Replacement System (CARS) Project, #0890-054, hereinafter referred to as the “Project.”

1. Project Description

The CARS Project is managed collaboratively within the SOS by the Political Reform Division (PRD), the Information Technology Division (ITD). The project is governed by an Executive Steering Committee (ESC) that includes membership from PRD and ITD, executive leadership, and SOS operational support. Project staff includes contracted staff and an independent verification and validation (IV&V) team. By special arrangement, as delineated in a memorandum of understanding, the California Department of Technology (CDT) is providing both project approval and oversight services and procurement support. Internal project stakeholders include the project team, PRD, SOS management and executives (including the Press Office and Legislative/Constituent Affairs), and SOS users. External project stakeholders include partner agencies, including Franchise Tax Board (FTB) and the Fair Political Practices Commission (FPPC), the Legislature, data consumers (including the media, the public, non-profit organizations, etc.), data filers, and software vendors/service providers.

The CARS Project is a large-sized information technology (IT) project involving information system development, integration, data conversion, and deployment. The project is currently in the executing phase and a prime vendor has been acquired as part of the Project Approval Lifecycle (PAL) process to develop and implement the new CARS solution. The project execution phase is anticipated to complete and transition to maintenance and operations in early 2027.
