What are the responsibilities and job description for the Condominium General Manager position at COMSOURCE?
The General Manager is responsible for the Physical, Financial, Administrative, and Public Relations Management. In addition, the Community Manager is to assist the Board in the enforcement of the Condominium Association’s Bylaws, Declaration, Rules and Regulations. The individual must allocate his/her time between the Management Office to complete administrative, physical, financial, and public relations duties and the community to ensure that the high standards of housekeeping and maintenance are present. The General Manager collaborates with the Portfolio Manager (as his/her employer) and the President of the Board of Directors (as his/her client).
Key Duties and Responsibilities
Administrative Matters
- Maintain accurate records and documents for Managing Agent as stipulated in the Management Contract, including an up-to-date owner's register with all non-resident owner's information.
- Advise the Board as to, or initiate with consent of the Board, general correspondence dealing with business matters of the Association between the Association and government officials, independent contractors, owners, and other entities. Maintain records of such correspondence.
- Develop, seek Board approval for, and share Standard Operating Procedures (SOPs), specifications, and policies for Procurement and Operations relating to Association activity. Assure the responsible employees are trained in and follow such SOPs.
- Require a thorough knowledge of the Virginia Condominium Act, Property Owner's Association Act, and Rules and By-Laws of the Horizon House Condominium.
- Consistently assure that the Community Association is operated in accordance with all applicable local, state, and federal laws.
- Require a working knowledge of all other Government Acts & Codes which affect the management of residential properties. (i.e. Human Rights, Fire Code, Elevators, Municipal Bylaws, Workers Compensation, Employment Standards, etc.).
- Attend Board meetings and prepare BOD Packet along with the Manager’s Report for each meeting as required. Contribute to discussions of issues and proposals presented to the Board.
- Schedule and arrange meetings of the Owners (as directed by the Board).
- Attend conferences, workshops, and meetings to keep abreast of current information and developments in the field.
Client Relations - Board of Directors, Co-Owners, and Residents
- Work with the Board or their designees to develop, implement and maintain an effective Communication Plan, which includes protocols for communications between the Board, the Managing Agent, co-owners, and residents of the community.
- Complete activities as outlined in Communications Plan.
- Develop and administer orientation program for new residents.
- Resolve Board level enquiries, requests, and concerns in a timely, efficient, and professional manner.
- Effectively manage relationships with and between the Board, residents, committees, and employees.
- Timely and fairly enforce Declarations, By-Laws, and rules of the Horizon House Condominium.
- Serves as a Liaison to the Board of Directors Standing Committees.
- Monitors community activities hears complaints from co-owners and residents, and investigates and resolves issues in a timely, efficient, and professional manner.
- Refer the board to other professional advisors (e.g. attorneys, CPA's, engineers) when necessary.
- Timely prepare and deliver notices and agendas.
- Perform other duties as directed by the Board of Directors.
Financial Services
- Coordinate development of operating and capital budgets according to the applicable budget calendars; monitors monthly budget and other financial statements; takes effective corrective action as required.
- Responsible for strict budget control and receiving proper approval to undertake expense repairs under the terms of the Management Agreement.
- Maintain a listing of planned expenditures for upcoming budget year and maintain, monitor, and control budget expenses.
- Assisting the Managing Agent Office for the collection of HOA Assessment payments and to place and discharge liens for non-payment of these expenses as directed by the Board.
Contract Management
- Solicit, negotiate, and monitor implementation of all contracts relating to maintenance services.
- Solicit and negotiate insurance coverage.
- Process insurance and self-insurance claims.
- Ensure warranties are monitored for contracted services and building equipment.
Building Operations
- Administer regular common area building, grounds and housekeeping inspections and complete required follow-up to assure that any deficiencies are corrected. Regularly provide the Board with inspection findings and status of necessary corrections.
- Ensure emergency procedures are current and implemented.
- Administer preventative and seasonal maintenance programs and monitor related maintenance contracts and in-house maintenance performance.
- Handle emergency situations arising from Building Operations.
- Establish and approve workloads, work methods and performance standards.
- Administer move in / move out inspections.
- Coordinate as necessary arrangements for public functions and social gatherings, including seating according to protocol and special courtesies extended to residents and guests.
- Ensure proper cleanliness and sanitation of all Community Association facilities and environments.
- Handle emergencies such as fires, accidents and breaches of security or house rules promptly.
- Work with Maintenance Chief Engineer to review and to approve Renovation Packets for the Association.
- Administers the Physical Security Systems for the facility (e.g. TruPortal/My2 System and Building Access System).
- Give direction to and works closely with vendors, outside contractors, firms and individuals providing services to the Community Association.
Human Resources
- Responsible for the hiring, training, direction, supervision, and discipline of all building staff.
- Conduct regular meetings with staff and provide proactive communication.
- Responsible for the evaluation of all site staff performance.
- Ensure staff provide support in a timely, efficient, and professional manner.
