Lead Superfund Bookkeeper
Fisheries Resource Management (FRM)
Department of Natural Resources
Hourly Wage: $23.28-$26.20/Regular/Full-Time
Location: Toppenish
Serves as the Lead Bookkeeper for all Superfund project accounts. Follows direction from and works closely with the Fisheries Accounting Specialist I to ensure that all bookkeeping duties are in accordance with Yakama Nation accounting policies; the Uniform Administrative Requirements, Cost Principles, and Audit Requirement for Federal Awards, 2 CFR 200; and General Accepted Accounting Principles. Coordinates with the Cost Recovery Coordinator and Superfund Section Leads on the development of project budgets, tracking of project expenses, administration of contractor services, and finalization of cost recovery reports. Directs other Superfund Bookkeepers and Office Assistants on maintaining financial accounting and reporting systems; verifying accounting transactions; reconciling cuff accounts; organizing financial records in electronic format; and preparing litigation quality cost recovery reports. Responsible for verifying that contractor invoices were reviewed for 1) compliance with contract requirements, 2) coded with appropriate account numbers, 3) reconciled with contractor budgets and project allocations, and 4) paid in a timely manner. Represents Yakama Nation in potential cost recovery litigation cases by preparing affidavits and providing cost accounting testimony as needed. Presents project status reports as directed.
Examples of Work Performed:
Determines necessary work products and oversees day-to-day work activities. The Fisheries Program uses a team approach, requiring a friendly, cooperative working relationship with co-workers and other programs, agencies, tribes, and the community.
Identifies project goals and sets priorities for Superfund Grant & Contract Accounting Advisors and Bookkeepers; tracks progress with achieving priority tasks.
Instructs the review of contractor invoices, purchase orders, travel closeouts, timesheets, and all other financial transactions.
Evaluates contractor expenditures to ensure compliance with contract requirements and ensure expenditures are within budget.
Verifies cost documentation reports for 1) accuracy, completeness, and adequacy; 2) inclusion of all appropriate and relevant supporting documents (project hours, travel cost records, contractor invoices, etc.); and 3) reconciliation with Yakama Nation Accounting Software system.
Certifies CERCLA cost documentation reports in preparation of potential cost recovery litigation.
Provides monthly, quarterly, and annual financial reports along with a status report of priority work tasks.
Knowledge, Skills, and Abilities:
Knowledge and experience with: General Accepted Accounting Principles (GAAP), Tribal Administrative Policies and Procedures for Accounting, Uniform Administrative Requirements, Cost Principles, and Audit Requirement for Federal Awards, 2 CFR 200, Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Cost Recovery Standards.
Knowledge and experience with conducting research of financial documents (current and historic records) for the development of site-specific cost recovery reports.
Knowledge and experience with maintaining accurate records of work activities, site file information, and documentation of decision points, along with all Committee Actions or Resolutions associated with hazardous waste sites.
Knowledge of Yakama Nation's accounting software system and ability to provide technical support to other bookkeepers and administrative staff, as well as process invoices, purchase orders, travel authorizations, and running general ledger reports.
Skilled in analyzing and solving complex accounting and financially related problems for the purpose of financial accountability and maintaining the accuracy of cost systems.
Skill and ability to demonstrate logic and analytic ability to properly record, correct, and document financial discrepancies.
Ability to establish internal control systems to verify and document that financial reports are accurate and correct; and that all financial documentation is consistent and thorough.
Ability to perform work independently, maintaining a high level of professionalism and adherence to strict professional and ethical standards to safeguard Yakama Nation's financial interests.
Ability to demonstrate a high degree of personal integrity and maintain strict confidentiality.
Ability to manage multiple complex accounts and manage competing deadlines. Ability to remain flexible to changes in assignments or situations, priorities and handle frequent interruptions.
Ability to communicate effectively.
Ability to maintain excellent time and attendance to meet program goals and objectives.
Ability to plan, organize, and develop personal workload independently and allocating time to the appropriate project accounts.
Minimum Requirements:
Required to pass a pre-employment background check with no fish or wildlife convictions.
Required to pass a pre-employment drug test.
Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving Permit.
Enrolled Yakama Preference, but all qualified applicants are encouraged to apply.
Preferred Requirements:
Seven years of bookkeeping experience with increasing levels of professional experience AND experience with the development of litigation quality cost documentation reports.
