Job Summary:
The Grant Writer leads the pursuit, implementation, and fulfillment of grants funded by Federal, State, local, and private entities. Ensures continuity and consistency throughout the Grants Program and its interactions with other Tribal Departments.
Essential Functions:
- Leads grant writing, implementation of program initiatives, as well as compliance and reporting requirements.
- Networks and maintains relationships with Federal, State, local, and private funders and other strategic partners for the purpose of remaining current on the eligibility requirements and availability of funding for the Grand Ronde Tribe.
- Adheres to Grant Program Policies and Procedures.
- Coordinates with tribal planning staff in researching statistics, trends and data for grant proposals and community advocacy, including: performing research and data gathering – both from external sources and tribal data.
- Researches, writes, supports submission of, and manages grant proposals/reports that support tribal goals and meet funder guidelines and criteria.
- Drafts proposals/Letters of Intent, grant application narratives, and budgets.
- Conducts grant kick-off and progress meetings with Department Managers and designated staff to provide grant terms, conditions, obligations, reporting requirements, and agency overview.
- Coordinates and supports Department Managers and designated staff in implementing capital fundraising efforts to achieve authorized initiative and project goals.
- Works with Department Managers and designated staff on respective grant compliance and reporting including outcome measurement, grant budgets, and identifying when to initiate reimbursements and drawdowns as needed.
- Monitors and tracks funder and investor funding cycles, reporting schedules, and requirements.
- Maintains regular communication process with Department Managers, Finance Department, and Executive Staff to explore funding opportunities and monitor status of grants.
- Maintains a library of grant support documents including resumes, bios, IRS forms and associated documents, etc.
- Performs grant review and audit of tribal programs and projects as it relates to grants compliance.
- Researches Federal, State, local, and private funding sources and foundations and maintains a funding source directory for funding needs of the Tribe.
- Prepares outline of annual planned activities for grant applications and existing grants and works with Department Managers to outline work plans.
- Performs a variety of other duties as assigned by supervisor.
Education, Experience, and Licenses:
- A Bachelor’s Degree with preferred area of study including journalism, creative writing, English, marketing, or communications.
- Requires five (5) years demonstrated grant writing experience. Tribal grant writing experience preferred.
- OR equivalent combination of education, training and experience.
Driving Requirements:
- This position may require driving.
Qualifications, Registrations, and Certifications:
- Skills in complex financial analysis, budget preparation and monitoring, interpersonal relationship management, and program management.
- Requires knowledge of principles, practices and methods of public and business administration with special reference to project management, organization, general fiscal management and budgetary planning, preparation and control, and general construction management.
- Requires the ability to effectively communicate with elected officials, colleagues, employees, community members, state and federal agency staff members, and with funding source representatives through written, oral and face to face interactions.
- Requires the ability to work under pressure and respond to deadlines without sacrificing quality.
- Requires knowledge of Federal, State, local, and private funding sources.
- Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents required.
- Ability to effectively present information to Tribal Council, senior management, public groups, and/or committee and boards required.
- Intermediate to expert skills required in Microsoft products.
- Experience with geographic information systems strongly preferred.
- Experience and success with Federal grant writing and grant management/reporting requirements.
- Experience and success in program and project development required.
- Requires demonstrated knowledge of Tribal purposes, organizations, policies and procedures.
- Requires the ability to ensure that all services are delivered in a culturally competent manner.
- Ability to work remotely up to 3-days a week.
- Knowledge of and sensitivity to Native American culture required.

- Continually requires working with fingers rather than the whole hand or arm. Requires repetitive movement of wrists, hands and/or fingers. Often requires walking or moving about to accomplish tasks.
- Requires standing and/or sitting for sustained periods of time, raising objects from a lower to a higher position and/or moving objects horizontally.
- Occasionally requires lifting of up to 40 pounds.
- This position is frequently subject to inside environmental conditions which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.
- Supports a safe work environment by performing all duties in accordance with Tribal safety policies and procedures, and Emergency Management Plan.
- Due to the nature of the interactions with other employees and the public we serve, employees may be required to provide documentation of, or receive, certain health vaccinations.
- May be called upon to serve as a Disaster Reservist during emergencies, in the performance of the duties of the position the employee will be required to travel by automobile, commercial or private carrier. Local travel is frequently required, statewide travel is occasionally required, and national travel is occasionally required.
