What are the responsibilities and job description for the Rental Housing Coordinator position at Confederated Tribes of Grand Ronde Comm?
Starting Wage Range: $32.74/hr. - $42.16/hr.
Job Summary:
Contributes to the Tribe’s mission of building and enhancing a Tribal community rich in healthy families and capable people with strong cultural values by assisting clients in obtaining housing assistance under the Tribe’s Housing Plan, and providing rental housing property management.
Essential Functions:
- Administers the rental housing assistance program.
- Interviews applicants to assess eligibility for rental housing programs.
- Determines and certifies applicant eligibility for rental housing assistance programs.
- Maintains all waiting lists and applicant/client files.
- Prepares rental housing program documents such as rental agreements.
- Prepares briefing materials and conducts initial tenant briefings.
- Shows housing units to prospective tenants.
- Collects or oversees the collection and processing of monthly rent payments.
- Performs all verifications for initial occupancy and financial re-examinations to verify continuing need for housing assistance and calculates all payment and charges.
- Processes evictions of clients from housing programs.
- Prevents and resolves problems related to various aspects of housing management.
- Conducts individual and group meetings to facilitate open communication between tenants, homeowners, and the Housing Authority.
- Receives and processes complaints for housing assistance programs.
- Facilitates problem resolution through oral and written communication.
- Works with applicants, tenants, and homeowners to prevent, investigate, and resolve problems related to housing assistance programs.
- Informs applicants of all housing program policy and procedure requirements.
- Provides support and referrals for tenants to achieve successful tenancy.
- Assists Housing Authority tenants in achieving self-sufficiency.
- Administers self-sufficiency program for families.
- Assists tenants with budgeting and planning for potential homeownership opportunities.
- Enters all applicant and tenant information into computer system, maintaining records of pertinent information relating to Housing Authority programs and compiles related reports.
- Responds to requests for computer-generated information and prepares associated reports for internal and HUD use.
- Interprets and implements governing regulations, policies, and procedures for housing programs
- Makes recommendations for program improvements.
- Performs a variety of other duties as assigned by supervisor.
Education, Experience, and Licenses:
- Requires an Associate’s Degree in Social Services, Property Management, or related field.
- Requires a minimum of three (3) years of directly related experience in the public/Indian-housing field, or in rental property management, preferably HUD-assisted projects.
- OR equivalent combination of education, training and experience.
- Must maintain a valid Oregon driver’s license or obtain one upon hire, qualify for the Tribe’s vehicle insurance, and provide proof of personal vehicle insurance.
Qualifications, Registrations, and Certifications:
- Requires knowledge of landlord and tenant laws, consumer and public regulations, and Indian-housing regulations.
- Must demonstrate experience with maintaining a high level of confidentiality.
- Must demonstrate an ability to consistently maintain a high accuracy level in applying regulations and performing financial calculations.
- Certification as Public Housing Manager or Occupancy Specialist within one year of date-of-hire required.
- Knowledge of and sensitivity to Native American culture required.
Tribal Housing Staff Requirements:
- Cannot have an eviction from Tribal Housing for the past five years; including adjudicated evictions, and Notices to Quit, in which tenants moved out prior to going to Tribal Court.
- Denied Tribal Housing based on criminal and/or drug activity, and/or bad landlord references.
- As a GRHD tenant must be in compliance with their rental agreement. This includes:
- No more than one late payment in a one year period
- No more than one compliance request in a one year period
- Shall not have engaged in threatening, abusive or violent behavior toward GRHD or CTGR personnel during the last five (5) years
- There should not be any conflicts of interest with GRHD tenants and/or staff.
Environmental Factors and Conditions/Physical Requirements:
- Continually requires the ability to express or receive detailed information or important instructions through oral communication.
- Continually requires working with fingers rather than the whole hand or arm. Requires repetitive movement of wrists, hands and/or fingers. Often requires walking or moving about to accomplish tasks.
- Requires standing and/or sitting for sustained periods of time, raising objects from a lower to a higher position and/or moving objects horizontally.
- Occasionally requires lifting of up to 40 pounds.
- Due to the nature of the interactions with other employees and the public we serve, employees may be required to provide documentation of, or receive, certain health vaccinations.
- This position is frequently subject to inside environmental conditions which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.
- May be called upon to serve as a Disaster Reservist during Emergencies, or when the Tribal Emergency Operations Center is opened.
- Local travel is occasionally required. Travel outside of the state is infrequently required.

Experience
