INTRODUCTION:
This position is responsible for planning and carrying out policies related to all phases of Human Resources (HR) activities including hiring, compensation, labor relations, benefits, training, performance appraisals, and employee services personally or though additional HR staff.

DUTIES:
  • Responsible to the Chief Executive Officer for all personnel related matters.
  • Supervises employees of the HR department.
  • Responsible for maintaining and monitoring complete up to date personnel files on current and former employees.
  • Serve as a link between management and employees by handling questions, and helping resolve work-related problems.
  • Perform difficult staffing duties, including dealing with understaffing, refereeing disputes, employee terminations, and administering disciplinary procedures.
  • Handling complaints, settling disputes, and resolving grievances and conflicts, or otherwise negotiating with others.
  • Responsible for initiating, monitoring and processing personnel action notices documenting all personnel actions including transfers, promotions, terminations, suspensions, disciplinary actions, rehires, leaves of absences, reclassifications, salary adjustments, performance appraisals, etc.
  • Assists in maintaining current and complete job descriptions for each position.
  • Analyzes and updates job descriptions utilizing appropriate methods and software aids.
  • Oversight of recruiting to fill vacancies utilizing a variety of resources including, but not limited to trade journals, newspapers, social media, promotions and transfers, electronic bulletin boards and professional organizations.
  • Responsible to evaluate individual applications and determine qualifications of applicants.
  • Establishes and maintains an orientation program for new employees.
  • Prepares and maintains monthly, quarterly, and annual HR reports.
  • Establishes training programs designed to improve worker efficiency, safety, morale, and job satisfaction.
  • Develop a succession program.
  • Assist in the development and complement of a Tribal Employment Rights Ordinance (TERO) program.
  • Analyzes wage and salary reports and data to determine competitive compensation plan.
  • Periodically conduct wage survey within labor market to assist with revising tribal wage scale.
  • Consult legal counsel to ensure that policies comply with federal, state and tribal laws, updating the personnel manual as appropriate.
  • Oversee the maintenance and communication of records required by law. Prepares employee separation notices and related documentation, and conducts exit interviews to determine reason(s) behind separations.
  • Ensures return of all equipment, credit cards, keys, employee I.D. badges, and outstanding travel documents prior to separation.
  • Responsible to notify Information Systems department (for security purposes at exit), payroll, and benefits department.
  • Responsible to seek out services for employees, including the Employee Assistance Program, discount services, and relocation services.
  • Prepare HR Department annual budgets.

Requirements

REQUIREMENTS:
Bachelor's degree in Business Administration or Human Resources, four years of progressively responsible experience in the human resources field or personnel and records management, and four years supervisory experience -OR- an equivalent combination of education and/or experience. A Society for Human Resource Management (SHRM), or a Tribal Human Resources Professional (THRP) certification or an acceptable equivalent, preferred.

Knowledge in:
  • Appropriate state, federal and tribal personnel laws and regulations, including but not limited to, Family Medical Leave Act (FMLA), Workmen's Compensation, Unemployment regulations, Americans with Disabilities Act.
  • The Human Resources Information System and software, Word processing, spreadsheet, database and presentation software and using the Internet for research and job postings.

Experience in:
  • Use of office equipment including use of word processing equipment, and computers.
  • Manage and maintain confidential and sensitive information.
  • Maintain a professional demeanor in stressful situations.

Ability to:
  • Write reports, business correspondence and procedure manuals.
  • Demonstrate excellent written and verbal communication skills.
  • Read, analyze and interpret complex documents including general business periodicals, professional journals, technical procedures and governmental regulations.
  • Respond effectively to the most sensitive inquiries or complaints.
  • Solve practical problems utilizing policies and procedures to deal with a variety of concrete variables in situations where only limited standardization exists.

Other:
  • Must be a well-organized self-starter, with the ability to communicate effectively and to work well with others.
  • Must be able to represent the Tribe in a professional manner in contact with a diverse set of individuals within and outside the Tribal Administration, including but not limited to, state and federal agencies, elected bodies, interested public members.
