POSITION: Fisheries Biologist II/Senior/Principle        

SALARY: $30.37- $45.43, per hour DOE

REPORTS TO:  Sub-Division Manager-Fisheries

LOCATION: Omak, Washington

Basic Functions:The Biologist II/Senior/Principal is primarily responsible for planning, developing and designing habitat rehabilitation, restoration or enhancement projects or to conduct resource assessments for the development of the aforementioned project types to benefit native anadromous or resident fish species. This position will be required to review data, survey reports, and provide analysis and interpretation of results to prepare final written reports.  This position will be required to develop budgets for proposed projects and work collaboratively with representatives from other resource agencies such as but not limited to, State, Tribal, Federal and Non-government organizations as well as local and regional stakeholders in an effort to increase the quantity and improve the quality of habitat

Fish and Wildlife Biologist II:

  • Wildlife Biologist I requirements and 36 months experience at the Biologist I or equivalent level related to wildlife management, conservation, and/or research;

      OR

  • A Master’s Degree from a regionally accredited college or university in the applicable science AND 12 months experience at the Biologist I or equivalent level related to wildlife management, conservation, and/or research.

 

Fish and Wildlife Senior Biologist:

 

  • The Biologist Senior requires: a Bachelor’s degree in fisheries or wildlife management, natural resource science, or environmental science, AND 60 months of qualifying professional experience in conducting fisheries science, research, monitoring or evaluation.  Twelve semester or eighteen-quarter hours of specific course work is required for the position; OR a Master’s degree in the applicable science will substitute 12 months of the required experience; OR a Ph.D. in the applicable science maybe substituted for 24 months of experience.

 

Fish and Wildlife Principal Biologist:

 

  • Bachelor’s degree in fisheries or wildlife management, natural resource science, or environmental science, AND 120 months of qualifying professional experience in conducting fisheries science, research, monitoring or evaluation.  Twelve semester or eighteen-quarter hours of specific course work is required for the position; OR a Master’s degree in the applicable science will substitute 12 months of the required experience OR a Ph.D. in the applicable science maybe substituted for 24 months of experience.

 

 

Knowledge, Skills, and Abilities: 

  • Requires knowledge of biological research methods including data collection, interpretation and presentation, statistical and research theory and techniques, population measurement techniques and experimental design.
  • Requires knowledge of international treaties affecting Tribal fisheries and water management in the Okanogan River Basin.

  • Requires knowledge of freshwater physical habitat requirements of anadromous salmonids particularly steelhead (Oncorhynchus mykiss).

  • Requires experience must include familiarity with the Federal Power Act and Northwest Power Act. Also requires a strong understanding of the Mid-Columbia Federal Energy Regulatory Commission (FERC) agreements and license orders and Federal Columbia River Power System (FCRPS) hydro-project development, management and operations relative to anadromous fish.

  • Requires knowledge of basic aquaculture practices for coldwater species, particularly steelhead and chinook salmon.

  • Requires experience with standard habitat collection equipment and methods.

  • Requires the ability to serves as a Burned Area Emergency Rehabilitation Resource Specialist  and provides technical expertise to ensure that important fish and wildlife resources are protected during fire suppression and rehabilitation  efforts.

  • Requires the ability to Plan, designs/develops, coordinates, acquires funding for, initiates, collects biological data for, and reports on studies with minimal supervision; summarizes biological data; uses established data conversion and/or statistical procedures; drafts summaries, report segments, and/or draft reports; presents findings to scientific and/or nonscientific audiences.

  • Knowledge of: methods and practices of forest and rangeland management; anadromous habitat salmonids requirements: State and Federal regulatory requirements; Endangered Species Act; methods of collecting physical habitat data as it relates to supporting anadromous salmonids.  

  • Knowledge of environmental regulations; stream hydraulics, land management and development and the possible impacts to anadromous fisheries.

  • Leads habitat restoration/rehabilitation/ implementation to protect critical fish and wildlife habitat and species.
  • Plans, designs/develops, coordinates, acquires funding for, initiates, collects biological data for, and reports on studies with minimal supervision; summarizes biological data; uses established data conversion and/or statistical procedures; drafts summaries, report segments, and/or draft reports; presents findings to scientific and/or nonscientific audiences.
  • Actively participates in the planning, development, and review of Fish and Wildlife Mitigation Plans.
  • Plans, initiates, and monitors restoration efforts.
  • Coordinate with interested agencies/entities regarding fish and wildlife habitat improvement
  • When appropriate, aids in preparing technically written fish and wildlife or habitat management plans; analyzes and interprets fish and wildlife habitat relationships; evaluates potential impacts of developments to species of concern.
  • Submits grant proposals to funding agencies, following Tribal Grant Application Protocols, for fish and wildlife habitat enhancement.
  • Implements field projects designed to improve or create fish and wildlife habitats; organizes and conducts wildlife or habitat management and/or research studies; determines extent of sampling necessary for prescribed standards of accuracy; performs independent office and/or field investigations.
  • Researches and/or selects standardized statistical and research procedures; evaluates and analyzes collected data; formulates conclusions and writes summaries; drafts technical report sections for review by supervisory biologists.
  • Collects and analyzes population and habitat data; maps and /or analyzes data to determine status of population; assists in regulation and/or code revision as appropriate; analyzes and interprets impacts on fish and wildlife.
  • Negotiates with landowners to protect fish and wildlife habitat and obtain management or access agreements; provides technical consultation to tribal members, landowners, businesses, agency personnel and other fish and wildlife interactions with commercial or industrial activities; consults with other governments and agencies; coordinates with land use planners and managers.
  • This individual may assist reviews of residential or commercial development projects, or focused parts of such reviews, to assess potential impacts on fish, wildlife, and habitat; reviews mitigation plans and recommends mitigation measures; provides agency comment of permit applications to other government agencies; ensures that fish, wildlife, and habitat protection regulations (e.g., SEPA, NEPA, Hydraulics Code, Shoreline Management Act, Forest Practice Codes, etc.) are properly applied and implemented.
  • May assist in reviews of Forest Practice applications that may have an impact to fish and wildlife and makes recommendations.
