POSITION:              FMIP Forester

SALARY:                 $39.19 to $45.43, per hour DOE

REPORTS TO:        Forest Manager

LOCATION:            Forestry Department, Nespelem, WA 

 

Basic Functions:      This is a Exempt position. The Forest Management, Inventory and Planning (FMIP) Forester will be responsible for keeping the Reservation CFI data base and stand based inventory and would be designated the reservation database manager, and updating the Public Domain forest management plan as needed. The Colville Reservation forests are comprised of 921,000 acres of both Tribal and Allotted forested lands. The four major forest cover types existing within the Reservation include ponderosa pine, douglas-fir, grand fir, and lodge pole pine. This position works with both federal and tribal Forestry staff under the authority of a Cooperative Agreement for Natural Resource Management between the Bureau of Indian Affairs at the Colville Agency and the Confederated Tribes of the Colville Reservation. The Forestry Department of the Confederated Tribes of the Colville Reservation is responsible for harvesting approximately 77 million board feet of timber from approximately 660,418 acres of commercial forest land within the 1.4 million acre Colville Reservation

Qualifications


MINIMUM QUALIFICATIONS:

Education and Training: 

  • Requires a four-year Bachelor of Science degree with a major field of study in forestry, plus additional study such as a higher degree, CEFES training, or silvicultural certification consistent with Bureau and/or Tribal policies AND progressive job-related field experience of five (5) years or more, particularly in the area of forest management plans and inventories, forest development, timber sale administration, and silvicultural practices.
  • Requires a valid driver’s license and be eligible for the Tribes vehicle insurance. 

Knowledge, Skills, and Abilities:

  • Requires working knowledge of standard database software and GIS.
  • Requires professional knowledge of the theories, principles, practices, and techniques of forestry, with special emphasis on silviculture, geographic information systems (GIS), remote sensing, pathology, entomology, ecology, and biological sciences as related to forestry.
  • Requires knowledge of local forest growth models (FPS/FVS) that facilitates planning of silvicultural strategies is required.
  • Requires knowledge and familiarity with related fields such as landscape architecture, hydrology, soil science, wildlife habitat management, and fire ecology sufficient to incorporate considerations from these disciplines into the forest management planning process.
  • Requires creativity and diplomacy skills for successful job performance.
  • Requires the ability to prepare and implement plans and environmental analyses that comply with NEPA.
  • Requires ability to write organized and informative technical reports and public speaking.
  • Must be able to deal tactfully and effectively with diverse groups of people.
  • Requires the ability to conduct forest inventories, including measuring tree heights, diameters, and assessing forest health.
  • Requires leadership and supervisory abilities to manage teams and projects.
  • Requires the ability to pay attention to detail to ensure accuracy in data collection and analysis.
  • Requires ability and willingness to endure work under a wide variety of environmental conditions, much of the work is performed in the field. 
  • Requires incumbent be in good physical conditions, able to ascend and descend steep topography and traverse hillsides in rough forest terrain and adverse weather conditions.
  • Emergency firefighting may require extended hours of very demanding physical work. 
  • Requires ability to drive on rough, mountainous roads in adverse weather.
  • Requires ability to examine and interpret GIS/remote sensing materials.
  • Requires the ability to work out doors in a wildlands environment. Weather conditions may vary from 20 degrees below to 100 degrees above.  Snow conditions may be such as to require snowshoes and hazardous driving on mountain roads.  Dust and mud conditions may be extreme.  Topographic relief may be severe.  Exposure to bears, stinging and biting insects, poisonous snakes and plants may be common.
  • Emergency firefighting under high hazard conditions is dangerous and exhausting. 
  • Office work is done in modern heated and air conditioned offices

 

Note: Pursuant to Tribal Policy, if this position is safety sensitive it is subject to pre-employment drug testing. In addition, this position is subject to reasonable suspicion and post-accident drug testing.

 

TRIBAL MEMBER AND INDIAN PREFERENCE WILL APPLY; PREFERENCE WILL ALSO BE GIVEN TO HONORABLY DISCHARGED VETERANS WHO ARE MINIMALLY QUALIFIED.

 

If required of this position, you must possess and maintain a valid Washington State driver’s license and be eligible for the Tribes’ Vehicle Insurance.  In addition, this position may be subject to pre-employment background clearances.  If applicable, these clearances must be maintained throughout employment.
