POSITION PURPOSE
Under the general supervision of the Chief of Staff, the Human Resources Generalist is responsible for administering various Human Resources plans and procedures for all agency personnel; development and implementation of personnel policies and procedures, prepares and maintains employee handbook and policies and procedure manual. The areas of oversight/responsibility include, but not limited to, maintaining personnel files, processing personnel action forms, processing payroll and allocations and preparing the related journal entry for accountant to enter into the accounting system, coordinating benefits, responsible for recruiting efforts, providing training for new and current employees on communication systems, compiling payroll data for processing and administrative supportive services: creating forms, preparing documents, compiling reports, responsible for DOES monthly reporting, processing, and coordinating office support services which support the entire organization’s infrastructure. PRINCIPLE ACCOUNTABILITIES
Human Resources: Maintains personnel files in compliance with applicable legal requirements. Keeps employee records up to date by processing employee status changes in a timely fashion. Processes personnel action forms and assures proper approvals. Manages the full recruitment lifecycle including job postings, applicant screenings, interviews, hiring recommendation and onboarding. Develop and deliver orientation and training programs for new and current staff. Coordinate offboarding process including exit interviews, systems access termination and documentation.
Payroll: Process bi-weekly payroll; review timesheets to ensure adherence to organizational policies and wage and labor laws. In collaboration with the Chief of Staff ensure proper flow and maintenance of employee data. Prepare and remit all payroll related deductions to include but is not limited to; employee retirement deductions, garnishments and other third-party payments as necessary. Maintain accurate records of employee leave balances and monitor employee withholdings to ensure accurate payment of benefits/garnishments. Notify garnishee/employee of garnishment deductions and process garnishments received. Review the payroll system for new hires, terminations and general changes to employee personal information to ensure information is recorded accurately within payroll system.
Special Projects and Trainings: Performs special projects as assigned. Assist the overall operations of the organization by providing administrative support. Provide draft and final documents that represent a clear understanding of the product or service. Provide human resource related training and resources to ensure compliance with local and federal mandates.
EDUCATION
Bachelor’s degree or equivalent education or experience. SHRM-CP or SHRM-SCP highly desired.
QUALIFICATIONS
Minimum of three (3) years' experience as a HR Supervisor/Generalist or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities. In-depth knowledge of labor law, compensation, employee relations, safety, training, and HR best practices. Attention to detail a must. Demonstrated experience using Microsoft Office suite. Ability to type 40WPM, create tables, charts, and other presentation documents. Knowledge of HR systems and databases. Strong verbal, writing, interpersonal and organizational skills. Strong presentation skills. Ability to organize and prioritize multiple tasks. Must be a self-starter, self-directed and able to work independently and within a team.

Pay: $72,800.00 - $85,000.00 per year
