I. POSITION SUMMARY
The Fiber Network Technician is responsible for operation, implementation, and maintenance of fiber network services and technologies. The Fiber Network Technician responds to network outages, onsite visits to FECC/C2FI member/customer locations, and works closely with the Fiber Network Operator to implement networking solutions. The Fiber Network Technician will work with co-workers and contractors to maintain the C2FI network.
II. REPORTING RELATIONSHIPS
A. Reports to: Director of Fiber Network Engineering
B. Supervises: None
III. MAJOR RESPONSIBILITIES
A. Install and maintain network interface devices (NID) and Optical Network Terminals (ONT).
B. Perform skilled troubleshooting from the Fiber Distribution Panel (FDP) to the demarcation point including CPE.
C. Respond to trouble tickets within acceptable company timeframe standards.
D. Perform routine preventive maintenance and major repairs to network systems.
E. Record and report all record changes immediately.
F. Ability to be professional with customers and fellow associates.
G. Available to work overtime when deemed necessary, may include holidays and weekends.
H. Available to travel for training as needed.
I. Perform all other duties as assigned or directed.
IV. INTERNAL RELATIONSHIPS
A. Director of Fiber Network Engineering: Work closely with Director of Fiber Network Engineering to provide updates on connects, outages, work assignments and other related matters.
B. Fiber Network Operator: Work daily with the Fiber Network Operator to ensure all network services are operating properly.
C. FECC senior staff: Work closely with FECC senior staff to attain the goals that have been set for this position.
D. All Employees: Work with all employees and personnel on various services and activities.
V. EXTERNAL RELATIONSHIPS
A. Electric Cooperatives and Fiber Subsidiaries: Maintain good relations in all contacts.
B. Outside contractors, vendors, and telecommunication providers.
C. Community leaders and local organizations.
D. Customers: Provide exceptional customer service relating to all matters concerning C2FI.
JOB SPECIFICATIONS
VI. POSITION REQUIREMENTS
EDUCATION
Bachelor's degree in a relatable field is preferred (Not Required) or 2 years of related experience.
EXPERIENCE
Two years of experience with physical infrastructure (i.e. power, ISP and OSP fiber optics, etc.), network device configuration and initial turn-up and troubleshooting. Hands on experience with fiber optic test equipment such as OTDR, OSA, BERT and/or other network analysis tools.
JOB KNOWLEDGE
Should be able to quickly develop a working knowledge of Cooperative procedures, practices, and policies. Must be able to perform the core elements of the position competently, following a training period not to exceed 90 days. Strong understanding of Fiber OSP.
ABILITIES and SKILLS
Should be skilled in meeting and dealing with the public. Must be able to effectively communicate technical information both orally and in writing. Ability to set and achieve goals without intervention or feedback. Excellent organizational skills are required. Should have strong computer skills and ability to learn new software and skilled in all Microsoft Offices software. Physical ability to work from a kneeling or standing position for long periods of time. Able to lift and carry loads of up to 75lbs including ladder. Must possess a valid driver's license.

Normal office conditions with some irregular hours and travel required. Site visits to job sites and substations may be required in all types of weather.

The Fiber Network Operator responds to change requests, network outages, onsite visits to FECC/C2FI member/customer locations, and implements a variety of networking solutions while working with a team of co-workers and contractors.

III. MAJOR RESPONSIBILITIES
- Maintain optimal networking and connectivity for all fiber services and technologies.
- Work closely with contractors, vendors, telecommunication providers and co-workers to efficiently and effectively prepare and implement network changes.
- Interact and work with Field Technicians to support product and service deployment, maintenance and troubleshooting.
- Configuration and provisioning of network elements.
- Serves as point of escalation for all advanced troubleshooting initiatives and outages
- Works in cooperation with all departments to ensure all teams are equipped with the tools necessary to provide services to customers of all kinds.
- Designs and schedules maintenance calendars for network elements and services.
- Prepare recommendations, network statistics, and reports to Director of Fiber Network Engineering.
- Observe all safety rules and regulations.
- Perform all other duties as assigned or directed.

- Director of Fiber Network Engineering: Work closely with Manager to provide updates on network health, deployment, design, security, maintenance, and collaborations with vendors, tele-communication companies, and other companies under contract.
- Manager of Information Systems: Work closely with Manager of Information Systems to ensure network design is congruent with existing and future network architecture.

VI. POSITION REQUIREMENTS
EDUCATION
Bachelor's degree in a relatable field is preferred or five years of related experience.
EXPERIENCE
Five years of experience with Routing and Switching (Juniper preferred). Experience with fiber optic networks, provisioning, and PON and/or telecom carriers. Utility telecommunications or SCADA system experience preferred. Experience with various CAD and GIS software applications needed for design and network mapping.
JOB KNOWLEDGE
Should be able to quickly develop a working knowledge of Cooperative procedures, practices and policies. Must be able to perform the core elements of the position competently, following a training period not to exceed 90 days. Strong understanding of OSI Interconnect model and how it relates to the design and deployment of structured IP networks, packet optical services, Ethernet Technologies, and QoS.
