Job Summary

The Legal Projects Manager builds relationships, is a strong collaborator, and possesses a basic understanding of the criminal and family justice system, the Family Violence Victim Advocate Program, the role of advocates and the Domestic Violence Alert Notification GPS program (AN/GPS). This position provides support and technical assistance on the AN/GPS program, systems advocacy, ongoing communication and works with FVVAs to support enhanced case management services to survivors participating in the AN/GPS program. This position will also oversee the operation, maintenance, and coordination of the Pro Bono Restraining Order Project and the Legal Consult Project. This includes project development, maintenance, compliance, and management, including but not limited to, recruiting and training volunteer attorneys to provide legal consult and representation at restraining order hearings, referral management, liaison work, and data collection and reporting.

Specific Responsibilities

As the point person of the AN/GPS program and the PBRO & FLLC projects, this position will:

· Collaborate with member organizations and build strong, positive relationships.

· Provide training, technical assistance, systems advocacy, as it relates to the AN/GPS program, Pro Bono Restraining Order Project, and Legal Consultation Project

· Collaborate and partner with the Judicial Branch on the administrative support of the statewide expansion of the Alert Notification GPS Monitoring System. This includes, but is not limited to, system wide collaboration, local level implementation units, CCADV membership and Safe Connect.

· Ensure compliance between Family Violence Victim Advocates and the Safe Connect Coordinators in providing an overview and explanation to the victims about how the GPS system works including the benefits and risks, both at arraignment and at other junctures when offender violations or non-compliance occurs during program participation; developing individualized safety plans; and providing on-going case management and support services

· Work with other CCADV staff to identify, develop, and coordinate strategies that ensure CCADV’s systemic approach to legal advocacy is defined by diverse survivors.

· Ensure that any reports associated with this position and that are submitted to project funder (s) are accurate, informative, and impactful. Work to identify data and narrative outside of funder requirements which serve to assess and define victim experiences, needs and trends related to the AN/GPS program.

· Maintain central office files of meeting agendas, minutes, correspondence, and plans; manage a viable system to ensure agenda and minutes are developed and disseminated in a timely manner to CCADV member programs and to other parties in accordance with CCADV’s plans.

· Support CCADV’s management and its Board of Directors.

· Assist in the ongoing recruitment, selection, and retention of volunteer attorneys for the Pro Bono Restraining Order Project.

· Keep cases organized and confidential including establishing protocols, file organization and retention policy compliance.

· Maintain all pertinent documents related to the Pro Bono Restraining Order Project and the legal consult project.

· Assist sub-contracted attorneys in fulfilment of case obligations, document retrieval, and preparation, as needed.

· Organize and track files for important transactions or case documents, including pleadings. and voluminous discovery documents; create and maintain a case-management database.

· Exercise sound judgment, appropriately elevating programmatic issues up the chain of command.

· Possess an open and positive attitude towards ongoing learning and community building to include both providing and receiving support and constructive feedback.

· Work collaboratively with fellow Program Managers, Program Directors, CCADV staff and member program staff regarding the continued evaluation and development of the programs.

· Travel required.

Qualifications:

· At minimum, a bachelor's degree in a related field— although a combination of appropriate higher educational training and work or intern/volunteer experience may be considered (i.e. two years of work experience is equal to one year of college education).

· Extensive experience and proficiency in the field of domestic violence, legal, or related human service issues

· A comprehensive understanding of the services and programs of the Connecticut domestic violence providers, as well as legal and community resources

  • Understanding of and commitment to CCADV’s mission, as well as, understanding of issues related to domestic violence and the services and programs provided by member organizations.

· The ability to work with staff of diverse backgrounds, values and life experiences.

· Advanced interpersonal and communication skills, both written and verbal, that allow for working independently and as a team member.

· Capacity to maintain confidential information and records and complete accurate statistical and narrative reports to be submitted in a timely fashion.

· Successful completion & maintenance of domestic violence counselor certification, per CGS 52-146k.

· Sound judgement and strong problem-solving skills

· Initiative to accomplish tasks that drive the organization forward.

· The ability to manage time and multiple projects, and collaborate effectively with a team

· Ongoing compliance with federal funding requirements including successful completion of background checks and drug screens.

· The ability to adapt to changing job priorities in accordance with CCADV’s needs, remaining positive and open to innovative ideas and developing new skills as needed.

· The ability to support the decisions and priorities of CCADV’s management and Board of Directors, accepting personal accountability in the fulfillment of CCADV’s objectives and adherence to policies.

· Proficient in Microsoft Word and Excel
