Job Overview
The State of Texas is seeking an experienced Project Manager 3 to oversee complex technology projects. The ideal candidate will have extensive experience in project management, particularly within Texas state agencies, and will be responsible for managing all aspects of technology-related projects, ensuring they meet functional, technical, security, and contractual requirements.
Key Responsibilities
Manage all aspects of technology-related projects, ensuring adherence to development processes and quality guidelines.
Coordinate with TDLR staff and contractor staff to plan, assign, supervise, and evaluate project work within a matrixed organization.
Develop and manage project budgets, schedules, work plans, resource requirements, and cost estimates.
Ensure deliverables meet agreed-upon quality and content standards.
Communicate effectively with project stakeholders, management, and other relevant parties.
Monitor and evaluate third-party vendor and contractor performance.
Document detailed system requirements and facilitate business analysis work, including process documentation and improvement strategies.
Minimum Qualifications
15 18 years of full-time experience in project management, including managing large, complex projects through all development phases.
Experience with structured design and development processes, scope control, project estimation, risk mitigation, and corrective actions for overruns.
Proven ability to manage project activities, establish goals and objectives, and make critical decisions.
Experience reviewing, analyzing, and evaluating business systems and user/stakeholder needs.
Experience facilitating and documenting business process mapping and reengineering.
Experience documenting detailed requirements for IT solutions that meet program and user needs.
Experience working directly with Texas state agencies in a Project Manager role.
Experience writing solicitation documents, including Requests for Information (RFI), Requests for Offers (RFO), and Statements of Work (SOW).
Experience collecting requirements across multiple program areas or geographically dispersed organizations with varying business needs.
Experience working with the Texas Department of Information Resources (DIR) and the Data Center Services (DCS), including implementing cloud-based solutions.
Familiarity with the Texas Project Delivery Framework method.
Experience with Salesforce.
Preferred Qualifications
Project Management Professional (PMP) certification.
Strong analytical and problem-solving skills.
Excellent communication and interpersonal skills.
Ability to work effectively in a team environment and manage multiple priorities

This position requires 100% on-site work at the specified Austin, TX location.
Only candidates currently residing in Texas will be considered.
Candidates must have a minimum of 15 years of project management experience, preferably within Texas state agencies.
Familiarity with the Texas Project Delivery Framework is essential
