The Purchasing Specialist is responsible to the Plant Manager for providing full functional support services to ensure complete and effective purchasing and warehousing operation including all storeroom, tool room, and office activities. This position is also responsible for providing support to the plant maintenance management, procurement reporting system, plant Environmental, Health and Safety support systems and assists as required.
Hamakua Energy Plant is a 60 MW, combined cycle facility fuel with liquid fuels (biodiesel and naphtha) consisting of two LM2500 combustion turbine and one Mitsubishi steam turbine in Honoka'a, Hawai’i.
Essential Duties and Responsibilities
Purchasing & Inventory Management:
- Monitor and control spare parts inventory, ensuring optimal stock levels based on equipment history, minimum/maximum levels, and reorder schedules.
- Research, resolve, and track material-related issues concerning inventory, and ensure that all purchases align with plant operational needs.
- Organize and maintain an efficient warehouse inventory system to guarantee timely availability of critical materials.
- Process, track, and receive all purchase orders using the Computerized Maintenance Management System (CMMS).
System Maintenance:
- Enter and maintain accurate data in the Data Stream system, including receipts, issues, returns, transfers, discrepancies, and obsolete materials.
- Ensure proper documentation, handling, and transportation of materials to and from the plant, with emphasis on safety, cost-effectiveness, and compliance with freight regulations.
- Update stock items and review new stock requests to ensure complete and accurate inventory records.
Vendor & Supplier Coordination:
- Seek out the best-quoted prices for goods and services, ensuring that purchases align with budget and operational requirements.
- Implement annual sub-contract and blanket purchase renewals, working to secure the best pricing and quality for services.
- Verify invoiced prices against quoted prices and process invoices for payment.
- Initiate and expedite purchases based on operational needs and material availability.
Inventory Auditing & Reporting:
- Perform regular inventory audits to ensure accuracy and accountability.
- Prepare monthly variance, accrual, and usage reports for inventory management and financial tracking.
Logistical & Operational Support:
- Provide logistical support for plant operations by procuring and delivering required supplies, equipment, and services for plant evolutions.
- Ensure that all supplies of Personnel Protective Equipment (PPE) are adequate and in proper condition for use.
Safety & Compliance:
- Actively contribute to plant safety programs by conducting safety meetings and maintaining records of safety training.
- Oversee the proper handling and disposal of hazardous materials, ensuring compliance with safety regulations.
- Ensure proper handling, labeling, and storage of barrels and other hazardous materials, keeping track of safety data sheets (SDS) and compliance documentation.
Education:
- High School Diploma or equivalent required; Associate’s degree or higher in Supply Chain Management, Business Administration, or a related field preferred.
Skills:
- Proficient in procurement software and Microsoft Office (Excel, Word, PowerPoint).
- Strong organizational skills with the ability to manage multiple tasks and priorities.
- Excellent problem-solving and decision-making abilities.
- Strong communication and negotiation skills.
- Attention to detail and ability to maintain accuracy in records and inventory.
Certifications (Optional but preferred):
- Certified Procurement Professional (CPP) or related certifications.
- Forklift and/or hazardous materials handling certification is a plus.
Physical Requirements
Meet physical requirements of the job such as performing tasks while standing, walking, climbing and squatting. Work with extended reach above head and in front of body and lift 50 pounds and carry while walking distances of up to 100 feet.
Applicants must possess a valid driver's license and maintain a clean driving record, as this position requires occasional travel for company business. Candidates should be comfortable operating a vehicle as part of their job responsibilities and must meet any applicable company and insurance requirements.
