What are the responsibilities and job description for the HR Compliance Coordinator position at Continuum of Care?
Scope of Service: Responsible for daily compliance of human resources personnel employment practices. Works with the VP of HR to ensure agencies policies and procedures are adhered to. Responsible for daily monitoring of agency personnel compliance, including adhering to our Federal/ State DOL employment agency as set forth by the wage and hour division of employment policies.
ESSENTIAL JOB FUNCTIONS:
Personnel Compliance and Record Keeping
- Responsible for conducting record and quality reviews of employee personnel files for compliance of employment law training of sexual harassment and agency required trainings as needed.
- Responsible for gathering and monitoring data to ensure compliance with state, federal and contracted accreditations CARF, DPH, and Vets 4212 Annual Reporting.
- Responsible for coordinating with programs to ensure compliance of GPS driving policy and that disciplinary reports are processed when driving violations occur.
- Responsible for the tracking and maintaining all licensed programs employment documents upon hire and annually, to ensure compliance for submitting to state for DPH licensing requirements.
- Responsible for updates of employees HR personnel filing of required compliance documents and job descriptions, performance reviews, and disciplinary reports of information on HR one drive network.
- Responsible for tracking and maintaining files of SCA health and welfare employee benefit status for federally funded Veterans Program on a monthly basis to ensure compliance of federal wage and hour benefit payments to all staff who qualify.
- Responsible for processing all garnishments for employees from state, federal and private agencies.
- Responsible for processing and submission of bi-annual background checks for the Mental Health Waiver (WISE) program.
- Responsible maintaining and tracking employment driving history to ensure driving records are compliant with state laws.
- Responsible for processing all employees bi-annual driving checks to ensure license are active along with reporting to the finance department for annual insurance policy renewals via SAMBA.
- Responsible for tracking and maintaining Veteran and Disabled employment status and record keeping for reporting to the DOL on an annual basis.
- Responsible for tracking and recording bi-annual PPD and Physical information for DPH licensed programs.
- Responsible for assisting employees with the personal Paychex Flex Account and resetting of employee passwords.
- Responsible for reviewing HR issues that are reported via the Paychex System on a daily basis.
- Responsible for filing all IT company equipment issued assigned to staff via emails in employee electronic misc. Personnel file.
- All other assigned duties assigned support and maintain the compliance of the HR Department and Agency.
Training/Compliance – Record Keeping
- Adheres to policies and practices as outlined in staff handbook and program operations manual.
- Consistently works in a respectful, and cooperative manner with fellow staff and providers.
- Upholds all confidentially of agency and personnel regulations and secures all necessary releases of
- information for outside communication.
- Models professional behavior when interacting with clients, providers, and fellow staff.
- Maintains accurate electronic personnel records in accordance with agency, contractual, licensing, and accreditation requirements.
- Adheres to the standards of the Council on the Accreditation of Rehabilitation Facilities, (CARF).
- Participates in department and safety meetings and others as identified if applicable.
- Completes all trainings as required per agency policy.
- Attends agency-sponsored in-services, trainings, conferences and meetings to facilitate continued
- professional growth and development.
- Responsible for monitoring department distribution email of HR compliance and HR department
- emails.
- All other assigned duties to assigned support compliance of the HR Department and Agency.
QUALIFICATIONS:
- Bachelor’s degree required, with a minimum of three (3) years related work experience in human
- resources department with a concentrated focus on compliance and/or data analytics, with an
- understanding of the value of process improvement in the workplace.
- Must possess an understanding of working in behavioral health settings and sensitivity to populations served.
- Advanced proficiency in computer applications, including MS Office Suite, the ability to create and
- manipulate spreadsheets and databases, proficient with e-mail and internet applications, as well as new software applications that may be used by the agency.
- Preferred familiarity with electronic databases such as Relias, Paychex Flex, Samba Driving System,
- Licensure, HR Pro, HR Flex and Payroll reporting and data collection.
- Strong organization skills with ability to develop and analyze research designs.
- Strong written and verbal interpersonal skills required.
- Must have a valid driver's license, reliable transportation, maintain state minimum required insurance and good driving record.

Pay: $28.84 per hour
