The Superior Court of Contra Costa County is conducting an open recruitment to fill a permanent position for a Procurement and Contracts Analyst. Under the general direction of the Director of Finance, the Procurement and Contracts Analyst is responsible for procuring a wide variety of materials, services, equipment and supplies; prepare, execute and administer contracts; and develop and maintain the Court's procurement and contracting policies and procedures.

Examples of Duties
The following are examples of duties performed by the Procurement and Contracts Analyst :
- Carries out procurements of various goods and services.
- Collaborates with various court divisions to understand their procurement needs and requirements. Compiles and prepares procurement specifications, scopes of work, delivery and payment terms, and other requirements.
- Advertises solicitations to prospective bidders, facilitates bidder conferences, verifies and compiles bids and proposals received for review by selection committee, facilitates the vendor evaluation and selection process, and prepares bid acceptance and contract award letters.
- Reviews purchase order requests to ensure procurement was performed in conformance with local and Statewide procurement and contracting policies and procedures. Develops justifications to support sole source and other non-competitive procurements.
- Prepares and executes contracts and contract amendments for various goods and services.
- Participates in contract negotiations. Reviews contract terms and conditions to identify risks to the Court, and to ensure compliance with Statewide contracting laws, rules, policies, and procedures.
- Maintains procurement and contract files and records. Monitors contracts to ensure timely execution of option terms and other amendments, tracks and obtains proof of insurance coverage, and closes out expired contracts.
- Updates and maintains the Local Contracting Manual and related forms to ensure compliance with pertinent Statewide laws, rules, policies, and procedures;

Education : Possession of a Bachelor's degree from an accredited college or university in business administration, public administration, or closely related field; and
Experience : Two (2) years of direct and progressively responsible experience in procurements and / or contract administration.
Education Substitution : A graduate degree (e.g. Master's degree) from an accredited college or university in business administration, public administration, or closely related field may be substituted for desired experience, or
An associate's degree from an accredited college in business administration, public administration, or closely related field and two (2) additional years of experience may be substituted for desired education, or
Four (4) additional years of experience may be substituted for desired education, or
Any combination of education and experience that provides the candidate with the requisite knowledge, skills and abilities to perform the duties of the Procurement and Contracts Analyst.

GENERAL INFORMATION
Conditions of Employment
Successful completion of fingerprint and a criminal record background check is required prior to appointment and is a condition of employment.
Because the Court operates in multiple branches, the employee may be required to travel to other court locations, and possession of a valid California driver's license is therefore required. All employees of the court who operate a vehicle on court business must certify they possess a valid California Driver's License and required levels of automobile insurance.
Convictions
Felony and misdemeanor convictions MAY BE disqualifying for employment with the court. The court will assess the nature and gravity of the offense, the time that has elapsed since the offense was committed, and the nature of the job duties to be performed.
Employment Eligibility :
In accordance with the Immigration Reform and Control Act of 1986, all persons hired after November 6, 1986, are required to present to the Court, at the time of appointment, original documents which show satisfactory proof of : 1) identity and 2) U.S. Citizenship or a legal authorization to work in the United States.
