Position Overview:
Contract Resources Group (CRG) is seeking two experienced Program Managers (PMs)—one CONUS-based and one OCONUS-based (Africa)—to lead the execution of U.S. Department of State (DoS) Global Advisory and Training Programs. These PMs will serve as the central leads for contract performance, team oversight, subcontractor coordination, and client engagement, ensuring successful delivery of complex mission requirements in high-priority diplomatic and capacity-building environments.
Key Responsibilities (Shared)
- Serve as the primary point of contact (POC) with DoS program officials, embassy personnel, and CRG’s leadership team.
- Lead end-to-end program execution including startup, mobilization, task order execution, and close-out.
- Oversee day-to-day operations across advisory, training, cybersecurity, legal, and logistics lines of effort.
- Coordinate and supervise multi-partner teams, subcontractors, and in-country personnel.
- Ensure compliance with DoS, host-nation, and international protocols including the Vienna Convention, ITAR/EAR, and U.S. foreign assistance standards.
- Drive delivery of all contractual deliverables, financial tracking, QA/QC, and risk management procedures.
- Maintain real-time situational awareness and provide executive-level updates, reports, and decision support.
CONUS PM (Washington, DC):
- Lead all home office operations, program integration, and subcontractor coordination.
- Support color team reviews, proposal follow-ons, pricing reviews, and internal strategic planning.
- Manage all client-facing reporting and interface for global operations, and coordinate with OCONUS PM.
OCONUS PM (Africa-Based):
- Serve as in-country mission lead responsible for deployment oversight, host-nation engagement, and field team management.
- Coordinate directly with U.S. Embassy staff, host government ministries, and DoS officials.
- Lead on-the-ground advisory, training, and operational delivery in accordance with mission scope.
Required Qualifications:
- Minimum 10 years of experience managing U.S. Government-funded programs in advisory, foreign affairs, training, or security assistance.
- Proven success managing complex, multi-partner teams in OCONUS and high-threat environments.
- Familiarity with DoS program models, such as Global Advisory, INL, ICB, TSC, and WPS.
- Demonstrated ability to manage task orders, deliverables, and stakeholder coordination.
- Strong communication skills and experience briefing senior government officials.
- PMP or equivalent certification preferred.
- TS/SCI eligibility required; existing DoD or DoS badge preferred.
- Language proficiency (French, Arabic, Portuguese) is a plus for OCONUS PM.
