General Functions:
The Home Visitor is responsible for providing in-home and community-based educational and support services to families of children aged 6 weeks to 3 years. This role supports family well-being, encourages positive parent-child relationships, and ensures effective implementation of developmentally appropriate practices that align with Head Start Performance Standards. The Home Visitor works closely with the Education Manager and other program staff to foster family engagement, early childhood development, and the holistic growth of enrolled families.
Duties and Responsibilities, including but not limited to:
Home Visitor I:
- Conduct weekly home visits with assigned families, focusing on individualized support in early childhood development, health, and parenting.
- Ensure the minimum requirements of program delivery are met, which include a minimum of 46 home visits and 22 group socializations for every family per year.
- Develop family-centered goals collaboratively with parents and the Family Case Manager, promoting child development and school readiness.
- Facilitate parent-child activities, both in the home and community setting emphasizing positive interactions and early learning using the approved curriculum.
- Utilize screening tools like ASQ and Brigance III to identify developmental needs and collaborate on appropriate referrals and interventions.
- Provide support to the Family Case Manager in supporting families with referrals to community resources as needed to meet their health, educational, and social needs.
- Promote preventive health practices and provide information on health, safety, and nutrition.
- Document home visits, maintain accurate records, and uphold confidentiality as per Head Start policies.
- Participate in ongoing professional development to enhance skills in home visiting and early childhood education.
Home Visitor II:
- Perform all duties and responsibilities of the Home Visitor, I position with a higher level of proficiency.
- Support families in the transition of children to Early Head Start classrooms, preschool, or other early childhood programs.
- Provide targeted support to children with developmental delays, collaborating with the Education Manager to address needs through resources such as Individualized Family Service Plans (IFSP).
- Assist in program monitoring and contribute to continuous quality improvement initiatives, including program self-assessments and data collection.
- Mentor Home Visitor I-level colleagues, offering guidance and sharing best practices in home visiting and family engagement.
- Serve as a liaison with community partners to support family needs and foster relationships with external service providers.
Home Visitor III:
- Perform all duties and responsibilities of the Home Visitor, II position with a higher level of proficiency.
- Lead family-centered interventions, supporting families facing more complex challenges and providing case management support in collaboration with program staff.
- Participate in strategic planning and program evaluation activities, offering insights to improve program quality and family outcomes.
- Mentor and train new staff and Home Visitor I and II-level colleagues, providing peer support and modeling best practices in home visiting.
- Lead family engagement workshops, focusing on topics such as child development, health and safety, and positive parenting.
- Take a leadership role in developing and updating curriculum materials, aligning with evidence-based practices and family engagement strategies.
- Assist with implementing policies and procedures related to service delivery, providing feedback on the effectiveness of these policies.
- Represent the home visiting team in meetings with community partners and program leadership to share updates and advocate for family needs.

Minimum Qualifications:
Home Visitor I:
- High School Diploma or GED.
- Child Development Associate Credential (CDA) or level 7 on the Alaska SEED Career Ladder.
- 6 months of experience teaching or working in childcare or home-based setting.
- Foundational knowledge of early childhood development, family support, and community resources.
Home Visitor II:
- Associate degree in early childhood education or social work, equivalent college coursework in Early Childhood Education or Level 8 on the SEED Career ladder. Relevant experience may substitute for education requirement on a year-for-year basis with a valid CDA and education plan.
- Three years of experience teaching or working in childcare or home-based setting.
- Proficient understanding of developmental screening tools and ability to implement family-centered strategies.
- Experience collaborating with community partners to provide family referrals.
Home Visitor III:
- Bachelor’s Degree, preferably in Early Childhood Education, Social Work, or related field. or level 10 on the SEED Career ladder. Relevant experience may substitute for education requirement on a year-for-year basis with an associate’s degree and education plan.
- At least five (5) years of experience in delivering home-based services, including managing complex family cases.
- Demonstrated leadership abilities in early childhood education and family support initiatives.
- Ability to mentor other Home Visitors and contribute to curriculum development.
- Advanced ability to work with complex family situations and lead program initiatives, with demonstrated expertise in early childhood and family support.
Minimum Qualifications for All Levels:
- Valid Alaska driver’s license and to be insurable under CITC’s automotive insurance, which requires a driver to be at least 21 years of age and have had a driver’s license for at least three years.
- Continued employment is contingent upon a satisfactory state and federal background check.
- Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.
- Pediatric CPR and First Aid certified within 30 days of employment.
- Current Food Handler’s card or obtain within one month of hire.
Preferred Qualifications:
- Experience working with Alaska Native populations and a thorough understanding of cultural values and belief systems.
- Experience in social services or non-profit setting.
