Job Title:              Program Manager- Reunification 

Department:        Family Wellness

Reports to:           Director/Senior Director, Family Wellness Services 

Supervises:          Family Navigators, Family Services Workers FLSA Status: Exempt

Pay Grade:           E5

Job Type:             Regular, Full-Time

General Functions:

The Program Manager, Reunification supports the Family Wellness Department by overseeing programs in partnership with OCS to support the Team Decision Making process and provide home-based services aimed at preventing unnecessary child placements and promoting reunification of children in foster care. This role will be responsible for managing services for all referred families. The Program Manager, Reunification will work closely with the OCS Children’s Services Manager, Therapeutic Child in Need of Aid court project coordinator, CITC Family Wellness Services Director, Family Wellness Program Managers, CITC Recovery and Re-Entry Sr. Director (RR) and CITC Financial Assistance (FA) Sr. Director to manage access to the program and to monitor the project model fidelity.

 

Duties and Responsibilities, including but not limited to:

  • Recruit, interview and hire team members.
  • Provide leadership by inspiring, guiding and motivating teams.
  • Create an environment that fosters employee engagement and satisfaction.
  • Identify training needs, provide opportunities for learning and growth and support the professional development of team members.
  • Evaluate performance of team members to include providing feedback, coaching, mentoring and conducting performance appraisals.
  • Ensure project model fidelity by attending initial and ongoing training related to the Team Decision Making model with OCS.
  • Enhance project outcomes using external technical assistance, including accurate data submission, regular consultation and implementation of recommended strategies.
  • Support local evaluation efforts by ensuring data quality, coordinating data sharing with OCS and internal CITC programs and training staff in effective data collection and entry practices.
  • Drive continuous quality improvement by monitoring adherence to established workflows and processes, leading Plan-Do-Study-Act (PDSA) cycles with the project teams.
  • Achieve target population goals by collaborating with OCS liaisons and addressing challenges in recruitment and referrals.
  • Oversee administration of outcome and evaluation tools by meeting with staff and participants to complete.
  • Compile reports by collecting, analyzing and summarizing relevant data.
  • Maintain accuracy and efficacy of program data management tools, including all software applications used to gather, analyze and report program data.
  • Promote program participation through outreach, scheduling updates and collaboration with relevant government and community entities.
  • Ensure high-quality services for participants by adhering to established standards of practice and participating in multidisciplinary team meetings and case staffing.
  • Build agency credibility by maintaining working relationships with grantees, advisory boards and related service agencies.
  • Advocate for the agency by promoting awareness of program services available for participants; adhering to professional code of ethics.
  • Support operational consistency by adhering to established policies and procedures.
  • Maintain professional and technical knowledge by attending workshops, reviewing professional publications and networking.
  • Comply with federal, state and local legal requirements by studying existing and new legislation; enforcing adherence to requirements; advising management on needed actions.
  • Maintain client confidence and protect operations by keeping information confidential.
  • Perform all related duties as needed and assigned.

  • Demonstrated knowledge of fiscal management principles and practices.
  • Proficient with computers: word processing, email communication, internet resourcing, spreadsheets, and case management systems.
  • Demonstrated ability to provide leadership and foster collaboration among community- based organizations, internal partners, and external contractors.
  • Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.

 

 

Minimum Core Competencies: CITC Values, Respectful Leadership, Professionalism, Emotional Intelligence, Problem Solving/Critical Thinking, Communication Skills.

 

 

Minimum Qualifications:

  • Bachelor’s degree in Social Work, Psychology, Counseling, or related field. Relevant experience may substitute for the degree requirement on a year for year basis.
  • Two years of supervisory or management experience.
  • Five years of experience coordinating service delivery in all aspects of applicable human services. Relevant experience includes working knowledge of dynamics of human behavior of individuals and groups, working with children and families in crisis, and working knowledge of applicable theories to the practice of social work and safety systems.
  • Strong knowledge of ICWA and its implications in the child welfare setting.
  • Continued employment is contingent upon satisfactory completion of a state and federal background check.
  • Valid Alaska driver’s license and insurable under CITC’s automotive insurance, which requires a driver to be at least 21 years of age and have had a driver’s license for at least three years.

 

Preferred Qualifications:

  • Master’s Degree or equivalent academic training and work experience preferred.
  • Experience working in a non-profit or social services setting.
  • Preferred knowledge of Confluence and Apricot platforms.

 

Physical Requirements:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • May require prolonged periods of sitting at a desk and consistently working on a computer with repetitive motion.
  • The need to occasionally move around the office to access filing cabinets, storage cabinets, and office equipment may be necessary.
  • Must be able to lift up to 25 pounds occasionally by utilizing proper lifting techniques and working in a safe manner.
