Job Description
The Director of Facilities Management manages the operations of the Facilities Department, and directs a workforce engaged in the maintenance, and repair of Coppin State University’s 52-acre campus and all university facilities. The position reports directly to the Vice President for Administration and Finance.
Responsibilities
- Responsible for the management of personnel, finances, training, equipment maintenance, and in the implementation of programs and policies related to the maintenance of campus buildings and grounds.
- Establishes priorities, plans, and coordinates the day-to-day operations of a staff composed of Trades, Grounds, and Housekeeping, with special emphasis on HVAC operations.
- Reviews work assignments, maintenance schedules, service programs, training, procedures, and practices, and makes improvements as needed.
- Evaluates the effectiveness of FM staff, services and is responsible for adopting practices and procedures to adapt to the needs of a dynamic campus.
- Develops and directs preventive maintenance programs, procedures, and policies; monitors energy usage and develops programs to reduce energy consumption.
- Oversee the maintenance and repair of building automation systems to reflect current operational requirements, and protocols.
- Manages the work control system and the processes to complete work orders.
- Works closely with the Director of Capital Projects to ensure seamless operations and maintenance of buildings and grounds.
- Manage all existing building system operations and make recommendations for changes as appropriate.
- Performs cost benefit analyses to determine the feasibility of improving or replacing system components. Works closely with the staff to ensure the system is operating as designed.
- Integrates and coordinates activities closely with respective departments, management staff and contractors.
- Reviews safety training programs for currency.
- Performs administrative duties including staff supervision, performance evaluation, budgetary tracking, report formulation, and quality assurance.
- Responsible for developing and maintaining a multiyear deferred maintenance program.
- Works closely with the Director of Capital Planning on the development of the University’s Facilities Master Plan.
Education
- Bachelor's Degree from and accredited college or university is required. Engineering degree in a related field is desired.
- Master's Degree is preferred but not required.
- Ten or more years of related experience in the maintenance of buildings and grounds at a management/leadership level. At least 5 years of which must be direct supervision of commercial or institutional staff; experience at an institution of higher education is preferred.
- Must be eligible to obtain a Class C (passenger cars) Maryland driver’s license.
- Incumbent must have strong human relations and team building abilities, excellent oral and written communications skills. Ability to support effective partnerships with customers, superiors, peers, and subordinates.
- Skill in acting as a liaison with external agencies, other universities, and other high level/public officials.
- Experience in making presentations, an understanding of the academic environment, and proven leadership ability.
- Working knowledge of computerized systems/software appropriate to facilities management.
- Demonstrated ability to analyze problems, identify solutions, make, and implement effective decisions.
- Demonstrated ability to convey ideas and proposals clearly, concisely, and convincingly.
- Ability to read and interpret blueprints and drawings.
- Knowledge of best practices in the field.
- Ability to address multiple tasks, technical issues, and contingencies simultaneously.
- Ability to continuously seek quality service and process improvements to support the Department’s mission and strategic vision.
- Ability to prioritize new and ongoing projects, to conduct research, gather and present information related to areas of responsibility and to participate in cross departmental and organizational improvement initiatives.
- Ability to stand, walk and climb frequently; lift, carry, push, or pull up to 50 pounds.
- Familiarity with current software including word processing, spreadsheets and database management.
- The position is considered “Essential Personnel.”
