General Responsibilities
The Consultant shall perform tasks as requested by the WMATA Task Manager or his/her Senior Management Staff up to and including the director and senior director level. Responsibilities will include but may not be limited to:
- Ensure track inspections and inspection reports meet the requirements of the TRST- 1000 Track Maintenance and Inspection Manual and be capable of mentoring and training personnel on all TRST inspection and maintenance systems of record programs quality and reliability.
- Assist the WMATA Management Team with development of inspection plans and schedules to support compliance of the TRST-1000 Manual;
- Support PM in developing cost benefit analysis for new projects, develop analysis for cost and schedule impact of potential project changes/change orders;
- Perform site visits and quality checks of Consultants track inspectors; and
- Comply with WMATA Roadway Worker Protection and safety/operating rules in the discharge and performance of field duties.
Background and Experience
- Must have over 20 years rail experience, with a minimum of 8 years track experience as an inspector, foreman or supervisor;
- Resume shall demonstrate a minimum of 10 years of experience inspecting or working on an FRA Class 4 railroad or higher;
- Must be able to perform track geometry measurements such as gauge, cross level, and alignment and be able to assess track conditions and identify defects in accordance with TRST-1000 Track Maintenance and Inspection Standards and WMATA Design Criteria;
- Shall have experience with writing, presenting, and verbally expressing technical information toa diverse audience for efficient and effective communication with the designated WMATA authority;
- Requires superuser level Maximo (EAM) expertise with SQL developer skillset capable of writing and supporting background query development to support performance measuring activities; extensive track inspection experience and data collection analysis and monitoring; demonstrated experience to coordinate with IT staff to support system integration activities relative to the various systems which support track inspection data recording and compliance; also must be capable of developing and implementing Job Plans and Preventive Maintenance programs within the EAM system based on business plan requirements.
- Requires extensive knowledge and demonstrated proficiency with existing systems used to support current methods of recording and reporting on track inspections and track defects in the WMATA environment, these systems include Optram, specifically proficient at thread/write user level within the Track and Structures linear asset reporting environments; MaxTrax mobile application and desktop version in the Track environment specific to linear asset reporting; and Subject Matter Expert (SME) level Maximo user skills relative to the track and structure business plans and processes;
- Shall provide professional services that support the TRST Performance Group with targeted developments and strategic reviews of WMATA-TRST tools such as Cognos, Maximo, MaxTrax, Optram and Track Geometry specific programs to generate key performance measures which enhance and stand-up the TRST business plan with a focus on track inspection and maintenance practices; and
- Shall demonstrate a comprehensive understanding of TRSTs current Track Inspection Training Program including the On-the-Job Training (OJT) module germane to field training requirements and web-based system(s) used to support functional activity reporting and performance at an administrator level.
Full-time(hybrid) at least 3 days onsite and two days remote
Salary Range: $97,000 to $145,000 YR
