As part of our commitment to supporting the U.S. Air Force’s acquisition mission, we are seeking Intermediate Contract Specialists to provide contracting support services to the 355th Contracting Squadron (355 CONS) at Davis-Monthan Air Force Base (DMAFB), Arizona.
Position Overview
The Intermediate Contract Specialist will support the 355 CONS in both pre-award and post-award contract administration. This role requires strong knowledge of government procurement regulations, contract lifecycle management, and the ability to work effectively within a fast-paced contracting environment.
Responsibilities
Acquisition Planning & Pre-Award Functions
- Assist in conducting market research and developing acquisition strategies.
- Draft solicitations, Statements of Work (SOW), and Performance Work Statements (PWS).
- Support source selection efforts, including proposal evaluations and award documentation.
- Ensure all acquisition activities comply with Federal Acquisition Regulations (FAR), Defense FAR Supplement (DFARS), and Department of the Air Force FAR Supplement (DAFFARS).
Contract Administration & Post-Award Functions
- Process contract modifications, performance assessments, and closeout documentation.
- Work with Contracting Officers (COs) and Contracting Officer Representatives (CORs) to oversee contractor performance and compliance.
- Maintain contract files in government acquisition systems such as CON-IT, DEAMS, PIEE, and CPARS.
- Assist in compliance audits, Freedom of Information Act (FOIA) requests, and regulatory reporting.
Regulatory & Compliance Support
- Track and manage funding, contract performance milestones, and reporting requirements.
- Ensure contracts adhere to government policies, pricing regulations, and audit requirements.
- Provide research and administrative support for contract dispute resolution and policy interpretations.
Required Qualifications
Education & Certifications:
- Bachelor’s degree in any field.
- DAWIA Contracting Professional or FAC-C (Professional) certification.
Experience:
- Minimum 6 years of federal contracting experience, with at least 2 years in base-level procurement (Air Force preferred).
- Knowledge of pre-award and post-award acquisition functions, contract law, and government procurement procedures.
- Experience in construction contracting is preferred.
Technical Skills & Tools:
- Proficiency in Microsoft Office 365, Adobe Acrobat, and government procurement systems (CON-IT, DEAMS, PIEE, CPARS).
- Strong analytical and research skills to interpret acquisition policies, pricing data, and contract terms.
Professional Skills:
- Excellent oral and written communication skills.
- Ability to manage multiple contracts, meet deadlines, and ensure compliance.
- Strong attention to detail and problem-solving abilities.
Salary : $80,000 - $105,000
