As part of our commitment to supporting the U.S. Air Force’s acquisition mission, we are seeking a Senior Contract Specialist (Site Lead) to provide contracting support services to the 355th Contracting Squadron (355 CONS) at Davis-Monthan Air Force Base (DMAFB), Arizona.
Position Overview
The Senior Contract Specialist (Site Lead) will provide expert-level contracting support to the 355 CONS by overseeing pre-award and post-award contract administration functions. This role requires strong leadership, in-depth acquisition knowledge, and the ability to ensure regulatory compliance while managing contracting workflows and mentoring junior personnel.
Responsibilities
Acquisition Planning & Pre-Award Functions
- Conduct market research and develop acquisition strategies to support procurement planning.
- Draft solicitations, Statements of Work (SOW), and Performance Work Statements (PWS).
- Assist in source selection, including proposal evaluations and award documentation preparation.
- Ensure all acquisition activities comply with Federal Acquisition Regulations (FAR), Defense FAR Supplement (DFARS), and Department of the Air Force FAR Supplement (DAFFARS).
Contract Administration & Post-Award Functions
- Prepare and manage contract modifications, performance assessments, and closeouts.
- Work with Contracting Officers (COs) and Contracting Officer Representatives (CORs) to oversee contractor performance, risk management, and issue resolution.
- Maintain accurate and complete contract files in government acquisition systems such as CON-IT, DEAMS, PIEE, and CPARS.
- Support contract compliance audits, Freedom of Information Act (FOIA) requests, and regulatory reporting.
Leadership & Compliance
- Act as Site Lead, supervising and mentoring Intermediate Contract Specialists.
- Serve as the primary point of contact between contractor personnel and government officials.
- Ensure adherence to security, OPSEC, and ethical standards in all contracting activities.
- Monitor funding, performance milestones, and contract schedules to mitigate risks and prevent delays.
Required Qualifications
Education & Certifications:
- Bachelor’s degree in any field.
- DAWIA Contracting Professional or FAC-C (Professional) certification.
Experience:
- 10 or more years of federal contracting experience, with at least 3 years in base-level procurement (Air Force preferred).
- Strong understanding of pre-award and post-award acquisition functions, contract law, and government procurement procedures.
- Experience in construction contracting is preferred.
Technical Skills & Tools:
- Proficiency in Microsoft Office 365, Adobe Acrobat, and government procurement systems (CON-IT, DEAMS, PIEE, CPARS).
- Strong analytical and research skills to interpret acquisition policies, pricing data, and contract terms.
Professional Skills:
- Excellent oral and written communication skills.
- Ability to lead teams, manage multiple contracts, and work in a fast-paced environment.
- High attention to detail and ability to ensure regulatory compliance.
Salary : $100,000 - $120,000
