Senior Contract Administrator (Site Lead)

Veterans Management Services, Inc. (VMSI) is a Service-Disabled Veteran-Owned Small Business (SDVOSB)and we are looking for a highly motivated Senior Contract Administrator to join our team supporting our client.

RESPONSIBILITIES:

The Senior Contract Administrator will leverage strong communication, research, and analytical skills to support federal acquisitions and contract administration. The ideal candidate will provide leadership and technical guidance, ensuring compliance with FAR regulations and government procurement policies. This role involves conducting cost/pricing analysis, preparing contract documentation, assisting in source selection activities, and coordinating with financial and legal teams to support contracting decisions.

This position will also serve as the Site Lead, overseeing the performance of contractor provided services. The Site Lead will be responsible for all matters relating to the daily operation of the contract.

Key Responsibilities:

  • Safeguard all information in accordance with FAR 3.104 to maintain security and confidentiality.
  • Assist in the development and execution of approved acquisition strategies, supporting procurement planning and implementation.
  • Prepare and maintain contract file documentation, including task orders, modifications, solicitations, amendments, and competitive/noncompetitive procurements, for Contracting Officer (CO) review and approval. Maintain and update contractual documentation in contract writing systems and databases.
  • Provide advice, research, recommendations, and analysis to support Contracting Officer decisions on contractual matters, including technical and price/cost evaluations.
  • Assist in developing source selection materials, evaluation criteria, reports, and tracking pre-award milestones. Support source selection teams in proposal evaluations per FAR Part 15 and applicable guidance.
  • Prepare and draft briefings, agency reports, legal documents, and correspondence in response to protests, FOIA requests, Inspector General (IG)/General Accounting Office (GAO) inquiries, and congressional inquiries.
  • Provide support for meetings, conferences, site visits, and discussions with offerors throughout the acquisition process.
  • Coordinate with Defense Finance and Accounting Service (DFAS) and other paying entities to ensure timely payments, fund obligation/de-obligation processes, and recommend necessary modifications.
  • Support contract closeout activities, ensure compliance with contract milestones, and assist in the distribution of contractual documents.

REQUIREMENTS:

  • 10 Years of contracting experience within a Federal Government Agency; with preferred experience in Department of Air Force contracting
  • Experience must include at least 3 years at base level support; purchasing commercial supplies
  • and services and minor construction.
  • Preferred experience in construction contracting.
  • DAWIA Contracting Professional or FAC-C Professional or equivalent.
  • Bachelors degree in any field
