Position Summary:
The SME will serve as a senior advisor and lead strategist for workforce study execution in alignment with the Coast Guard’s WRD Program Manual (COMDTINST M5310.6) and associated TTPs. This position plays a critical role in shaping methodologies, validating analytic deliverables, and ensuring doctrinal and technical compliance throughout the WRD lifecycle. The SME will interface directly with internal analyst teams and CG stakeholders to guide project execution and improve programmatic outcomes.

The SME will interface directly with internal analyst teams and CG stakeholders to guide project execution and improve programmatic outcomes.
Key Responsibilities:
- Lead development of analytical strategy, study design, and methodology across all four WRD phases.
- Ensure full compliance with Coast Guard doctrine, WRD Program Manual (COMDTINST M5310.6), and CGTTP 1-16.15.
- Conduct and oversee quality assurance and compliance reviews for key deliverables, including Task Lists, SWDs, WLFs, and modeling tools.
- Provide subject matter guidance and mentorship to analysts and serve as a primary technical liaison with government stakeholders.
- Participate in Work Adjudication Conferences (WACs), WCA Briefs, and Final WRA Briefs.
- Contribute to lessons learned, process improvement recommendations, and long-term capability development within the WRD program.
- Bachelor’s degree in business, human resources, operations research, or a related field.
- Minimum 8 years of specialized experience in workforce requirements determination, manpower modeling, or federal HR policy analysis.
- Deep familiarity with federal manpower and resourcing methodologies; Coast Guard experience preferred.
- Demonstrated ability to interpret policy, design analytic frameworks, and lead multidisciplinary teams.
- Excellent briefing, writing, and consulting skills for both technical and non-technical audiences.
- Ability to travel for site visits and stakeholder engagements, as required by task orders.
- Proof of home office setup required for remote/hybrid eligibility.
