Essential Duties And Responsibilities
The Operational Manpower Support assists the United States Marine Corps Forces, Central Command (MARCENT) and subordinate commands by serving within the manpower directorate task area. The position’s primary mission involves assisting in the analysis of manpower requirements to support operations. Additionally, the manpower directorate helps to advise and assist the Commander in matters relating to personnel operations, management, policy, administration, awards, correspondence, travel management, the Government Travel Charge Card (GTCC) Program, and administrative support to all Marines stationed at MacDill AFB as well as individual augments in the USCENTCOM Area of Responsibility (AOR). The Operational Manpower Support directly supports services for MARCENT’s Operational Manpower Office, including providing advice on operational manpower utilization and reporting in support of all operational organizations within the CENTCOM AOR to ensure the efficient execution of MARCENT OAMS tasks both within the continental United States (CONUS) and outside the continental United States (OCONUS). The Operational Manpower Support directly supports services for MARCENT’s Operational Manpower Office, including providing advice on operational manpower utilization and reporting in support of all operational organizations within the CENTCOM AOR to ensure the efficient execution of MARCENT OAMS tasks both within the continental United States (CONUS) and outside the continental United States (OCONUS). The Operational Manpower Support will perform the following duties:
- Provide Operational Manpower support to MARCENT G-1 Operational Manpower Office. Services entail providing advisory services on manpower reporting, including operational manpower utilization and daily status of manpower sourcing and selection in support of all operational organizations within the CENTCOM AOR.
- Integrate USMC processes/procedures with COCOM/CJTF manpower management, personnel reporting, and sustainment architecture.
- Conduct reviews of Operational and Contingency plans (at the TS/SCI classification level) and identify manpower equities, as well as develop manpower supportability estimates.
- HS diploma or equivalent required.
- Minimum ten years of military experience.
- Experience providing operational manpower support, including advising on manpower utilization, reporting, and sourcing.
- Experience with USMC manpower policies and management systems, including the Total Force Management/Tracking System, Marine Corps Force Augmentation Processing System, and Marine Corps Total Force System.
- Experience working with joint-level systems and processes, such as C2IE (Command and Control Integration Environment), and integrating these with USMC processes.
- Experience reviewing and analyzing operational and contingency plans at the TS/SCI classification level and developing manpower supportability estimates.
Required Knowledge, Skills and Abilities
- Possess full understanding of and experience with USMC manpower policies and management systems and working knowledge of Joint Level Systems (Total Force Management/Tracking System, Marine Corps Force Augmentation Processing System, Marine Corps Total Force System), knowledge of C2IE, and Microsoft Applications.
- Expertise in providing operational manpower support, including advising on manpower reporting and utilization for operational organizations within the CENTCOM AOR.
- Ability to integrate USMC processes with COCOM/CJTF manpower management, personnel reporting, and sustainment architecture.
- Strong analytical skills for reviewing operational and contingency plans, identifying manpower equities, and developing manpower supportability estimates.
- Advanced proficiency with groupware applications (SharePoint, MS Teams) and the Microsoft Office suite (Word, Power Point, Excel, etc.) desired.
- Strong written and verbal communication skills desired.
- Required to sit for extended periods of time and maintain focus.
- Travel is required.
- Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver’s license, current automobile insurance, and a driving record that is acceptable to the company’s auto insurance provider.
- A TS / SCI clearance is required for this position.
