Our Coastal Corporate Office in Albany is looking for an ATF Regulatory Compliance Specialist .
General Position Summary
The Bureau of Alcohol, Tobacco, Firearms & Explosives (BATFE) Regulatory Compliance Specialist (RCS) is primarily responsible for conducting quarterly firearms compliance audits at all assigned Coastal Farm and Ranch locations. The RCS will have an in-depth knowledge of Coastal Farm and Ranch Standard Operating Procedures, covering all aspects of firearm acquisition, disposition, sale, transfer, distribution, purchase, safe handling, and licensing. The RCS will also serve as a reference for all retail locations regarding firearms compliance questions and issue resolution.
The RCS will ensure company-wide adherence to all BATFE, federal, state, and local laws related to firearm regulatory compliance.
This position requires extensive travel and occasional overnight trips to visit stores. It is based out of our Home Office in Albany, Oregon.
Required Job Skills and Abilities
- Thorough knowledge of BATFE-required forms and applicable state forms for background checks, certifying, and screening all potential firearms transfers for legality of sale, including understanding different state and local laws related to waiting periods or other requirements.
- Thorough knowledge of BATFE and local regulations related to acquisition, disposition, transfer, and determination of proper A&D entries and verification of gun accuracy (manufacturer / importer model and caliber).
- Ability to identify and correct BATFE regulatory violations.
- Knowledge of what constitutes a straw sale and the ramifications of such transactions.
- Ability to learn and effectively utilize the current electronic A&D system and troubleshoot issues within the system.
- Conduct quarterly firearms and loss prevention audits in assigned FFL-licensed locations.
- Ability to review paperwork in detail (F 4473 and 3310.4) and identify violations.
- Ability to understand and follow complex compliance regulations and work with confidential information.
- Ability to travel extensively with overnight stays each month.
- Provide direction and guidance to store management and firearms department personnel on compliance and LP questions.
- Assist with training of store associates and management, as requested by the BATFE Regulatory Compliance Manager.
- Proficiency with Microsoft Office applications and ability to learn internal computer programs.
- Responsible for ensuring stores complete their monthly three-way reconciliation audits by the 7th of the month.
- Ability to write comprehensive and detailed reports, including violation identification, mitigation, and recommendations for improvement.
- Ability to respond to all BATFE and Federal Trace Requests.
- Ability to work effectively with law enforcement and BATFE personnel on a regular basis.
- Ability to testify in court and represent the company professionally when required.
