POSITION SUMMARY:
Bucks County seeks an experienced Program Manager who is motivated and well-organized to provide oversight and coordination to all activities related to the county’s Opioid Settlement Funds. The Opioid Settlement Program Manager for the Opioid Settlement Funds will provide both programmatic and fiscal oversight of the Bucks County allocation of Opioid Settlement funds. The Opioid Settlement Program Manager will create all contracts for the funds and ensure programmatic compliance with regulations, specific to Exhibit E, List of Opioid Remediation Uses. The Opioid Settlement Program Manager will jointly report to the Director of Human Services within the Division of Human Services, the Chief Financial Officer, and the Executive Director of the Bucks County Drug & Alcohol Commission (BCDAC) to ensure cross-departmental regulatory and administrative requirements are met.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
- Develop comprehensive understanding and subject matter expertise of Opioid Settlement Funds; serves as lead fiscal position in County Opioid Settlement Funds
- Maintains technical competency in programs and guidelines, project financing, County financial practices, and federal, state, and local legal requirements. Interprets and communicates relevant applicable knowledge for community partners via tutorials, webinars, promulgation of guidelines/regulations, and conferences
- Meet with and report to the Director of Human Services to recommend and review program needs, develop strategic and tactical goals and plans, report activities and outcomes, and develop funding proposals and applications. Communicate frequently with all partners and County leadership on project and program progress and results.
- Coordinate all administrative activities with the County’s Opioid Advisory Committee. The manager will prepare agendas, send out necessary meeting correspondence and provide quarterly updates around relevant activities.
- Liaison with Office of Attorney General, County, SCA and Solicitor Department. Facilitate interdepartmental, interdivisional, and sub-recipient communication and coordination for programs and associated services to ensure coordinated operations lead to efficient program implementation.
- Schedule on-site and virtual monitoring visits for projects. Meet with internal team members prior to visits.
- Work collaboratively with Chief Financial Officer, Executive Director of the BCDAC and the Director of Human Services in areas of overlap to ensure contract compliance, accurate reporting, and to promote high performing projects while monitoring Opioid Settlement revenues and expenditures.
- Analyze and forecast quarterly expenditures for the Opioid Settlement reporting period. Serves as the financial liaison between the Chief Financial Officer, Executive Director of BCDAC, and Director of Human Services as well as with outside evaluation entities regarding Opioid Settlement matters. Advises the Chief Financial Officer, Executive Director of BCDAC and Director of Human Services of problem areas.
- Project cost/benefit analyses for potential expenditures and/or programs; Maintain records of all programmatic deliverables
- Responsible for oversight of all elements of project financing and funding, budgets and accounting reports. Ensure coordinated monitoring and follow-up of sub-recipients (both on-site and desk) according to funding source requirements. Oversee department audit process for select projects and functions, maintain project related databases, and generate all necessary reports. Ensure reconciliation of Lawson reporting with interdepartmental budgets/project files.
- Provide stakeholders with administrative assistance and guidance on applications, contracts and reporting requirements of the various Opioid Settlement programs.
- Create or revise program manuals for funding sources, as required by regulations. Manuals include guidance related to regulations as well as updated information on local implementation of funded initiatives in accordance with County strategic planning. Implement monitoring procedures to ensure program manuals are adhered to by sub-recipients.
- Establish liaison relationships with Providers; ensure execution of Provider contracts and on-going communication with Providers
- Prepare provider Corrective Action Plans and provider correspondence; review provider response to Corrective Action Plans and provide feedback on it if needed; approve provider’s proposed plan of action.
- Represent the County at meetings and on committees and task forces as required.
- Develop project management monitoring tools; prepare Annual Monitoring Report and present it with a summary of findings to the SCA Board of Directors
- Other duties as assigned.

- Bachelor’s Degree or four years of equivalent experience and training.
- Proficient in Microsoft suite and applications including Word, Excel, Outlook, Access, PowerPoint and Adobe Acrobat..
- Possess excellent writing, computer, and analytical skills. Experience with designing financial and statistical reports a plus.
- Ability to work without direction as well as possess the ability to work effectively with the public, other offices and agencies.
- Must possess good command of the English language, strong written and verbal communication skills.
- Proven ability to exercise a high level of confidentiality.
- Experience with Lawson highly recommended.
