BASIC FUNCTIONS:
- Perform independent development, maintenance and operation of GIS projects, applications and data. Maintain and document GIS-related procedures. Provide GIS technical assistance and training to all county departments and citizens. Perform the technical work necessary to provide GIS services in the most efficient, effective manner possible. All project procedures and program objectives are under general direction of the GIS Coordinator.
ESSENTIAL FUNCTIONS:
System Management
- Manage GIS data within ArcGIS Pro, Server, and Online systems.
- Function as an administrator for the ArcGIS Online organizational, Portal, and Esri global accounts.
- Manage and create user accounts, content, groups and roles.
- Ensure proper function and organization of maps, data and applications.
- Review and analyze existing GIS effectiveness and efficiency.
- Develop strategies for improving or leveraging associated systems.
Technical Support
- Develop, enhance, implement, and support GIS programs and applications.
- Utilize ArcGIS functions to update geospatial datasets such as tax parcels, roads, address points and PLSS.
- Prepare, update and maintain physical and interactive web maps and geospatial data.
- Apply GIS procedures to assure quality and conformity of GIS data, products and services.
- Independently troubleshoot and resolve GIS-related issues.
- Create automated, GIS-related tasks through modeling and minor programming.
Documentation
- Document GIS-related procedures clearly and precisely.
- Document how-to and help procedures for users and future reference.
- Create and maintain the documentation of GIS-related workflows and system operations.
Help and User Support
- Provide professional customer-focused support to end users and the public.
- Create user manuals and provide GIS-related training to county staff.
- Develop GIS-related projects for end users and departments.
- Assist in the management of GIS and aerial imagery user accounts and access rights.
- Design and prepare maps and databases for end users and the public.
- Ensure applications meet the end-users goals and objectives.
- Act as lead on modifications and enhancements to applications developed.
MINIMUM QUALIFICATIONS:
Education and Experience:
- Bachelors degree in Geography, GIS or Computer Science (coursework must include GIS); AND
- Six (6) months of direct experience with geographic information systems.
- Or an equivalent combination of education and experience sufficient to perform the essential functions of the position.
Certificates/Licenses Required:
- Valid drivers license and proof of personal vehicle insurance.
- Incumbent will be subject to background check.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
Required at Entry:
- Knowledge of data formats and transfer standards.
- Knowledge of the capabilities, principles, practices and trends of GIS technology.
- Knowledge of coordinate systems, map projections, spatial topology, and address geocoding methods.
- Knowledge of land surveying principles, legal descriptions and Public Land Survey System.
- Knowledge of where to obtain various public geographic databases.
- Knowledge of mobile GIS applications, such as Survey123 and ArcGIS Field Maps.
- Skill in GIS software such as ESRI ArcGIS Pro and ArcGIS Online.
- Skill in communicating effectively, both orally and in writing, with GIS users, non-GIS users, outside agencies, and the public.
- Skill in using Microsoft Office Suite of products.
- Interpersonal, analytical, organizational and facilitation skills.
- Ability to conduct research independently.
- Ability to develop and present status reports.
- Ability to maintain accurate and detailed records with knowledge of metadata.
- Ability to multi-task on a variety of tasks, projects and issues.
- Ability to read and write English.
- Ability to lift and carry up to 20 pounds.
