All employees of the Chester County Library are considered a mandated reporter of suspected child abuse under the Child Protective Services Law (Title 23 Pa. C.S.A. Chapter 63).
The Account Clerk II is responsible for recording the cash receipts and processing the accounts payable for 17 of the 18-member libraries. In addition, this position also completes the monthly journal entries for the lost library materials and fines and fees paid online. The Account Clerk II also takes CCL and multiple member libraries deposits to the bank weekly. This position also assists with CCL cash drawer reconciliation, recording the CCL copier revenue, and keeping the copiers stocked with change. This position allows us to continue to offer the member libraries timely and accurate financial reporting.
All library positions require the following criminal background and child abuse clearances: Report of criminal history from the Pennsylvania State Police (PSP); Child Abuse History Clearance from the Department of Human Services (Child Abuse); and Fingerprint based federal criminal history submitted through the Pennsylvania State Police or its authorized agent (FBI).

- Compile and sort documents, such as invoices and checks.
- Substantiate business transactions.
- Prepare vouchers, invoices, checks, account statements, reports, and other records, and review for accuracy.
- Provide clerical support (typing, filing, copying, etc.).
- Audit invoices against purchase orders and research discrepancies.
- Investigate payment problems.
- Reconcile report discrepancies.
- Input data into financial software (ex. Abila/MIP and Microix).
- Regular transportation to & from bank locations.
- Processing County timesheets (Payroll).
- Serve as backup for Member Library Payroll processing functions
- Serve as backup County HR Liaison
- Cash receipts for 17 out of 18 Libraries in System, including daily cash drawer reconciliation.
- Reconciliation of lost library materials and creation/maintenance of spreadsheets.
- Perform other duties, tasks and special projects, as required.
- High School Diploma or General Education Degree (GED).
- One year of job-related experience including general office positions..
- Basic skill to use a personal computer and various software packages.
- Ability to use office machines (fax, copier, calculator, etc.).
- Ability to use common sense understanding to carry out written or verbal instructions.
- Good organizational and time management skills.
- Ability to work independently or as part of a team and proceed with objectives.
- Accurate and detail-oriented with good verbal and written communication skills.
