The Assistant West Chester Facilities Superintendent supervises and coordinates the Buildings Maintenance Technicians engaged in the operation, maintenance, repair and/or construction of the County’s West Chester, district courts, and Public Safety Training Center buildings and facilities. The position schedules and coordinates staff and contractors, implements maintenance and repairs, and is responsible for leading a wide range of skilled maintenance, repair, and construction tasks that require proficiency in and/or understanding of relevant trade skills such as HVAC systems, electrical systems, fire protection systems, security systems, mechanical systems, structural repairs, and general maintenance such as plumbing, carpentry, electrical and painting, etc. The position is responsible for working with maintenance staff and managers to ensure the County’s buildings and facilities area suitable for use by the public and employees at all times. This position is classified as an essential employee and may be required to work beyond normal hours, on weekends, and/or holidays. A valid driver’s license is required.

Requires completing documentation granting permission for the County of Chester to obtain a 3-year Motor Vehicle Record (MVR).
- Supervise the Buildings Maintenance Technicians for the County’s West Chester buildings, district courts and Public Safety Training Center.
- Coordinate and schedule a wide variety of construction and remodeling jobs.
- Respond to daily work requests from various county departments and assign proper staff.
- Take a lead role in monitoring and tracking all work using a computerized maintenance management system (Maximo).
- Serve as lead contact person for external contractors and vendors, as assigned.
- Assist in maintaining records and files of projects.
- Take an active role in developing and implementing the department’s procedures.
- Must have in-depth knowledge of computerized building maintenance systems and building drawings.
- Conduct or oversee monitoring of HVAC chilled water/condenser system and air handling equipment; adjust dampers; adjust pneumatic system; calibrate statistics and change filters.
- Working knowledge of electrical plans and drawings
- Implement routine maintenance on bulbs, ballasts, outlets, lighting, circuit breakers, fuses and disconnects, etc.
- Working knowledge of plumbing plans and drawings.
- Ability to lead and implement work including
- flush valves, repair faucets, fit pipes, monitor drain treatment and open clogged drains.
- Install drywall, finish carpentry, hang door frames, construct cabinets and install door hardware.
- paint and stain.
- replace motors, perform pump repairs, and replace and monitor bearings.
- Monitor and maintain fire protection hardware and software.
- Program fire protection system, central clock system, check smoke detectors, and monitor sensitivities and capabilities.
- Lead or supervise installation, repair and maintenance of building security system hardware and working knowledge of software, card readers and panels, and oversee master key system for buildings.
- Schedule and coordinate set-up of meeting rooms and special events.
- Coordinate furniture, purchase, layout, moves and staffing.
- Maintain kitchen equipment.
- Maintain and repair equipment.
- Operate equipment involved in buildings maintenance and operations.
- Maintain work-related documentation (daily log, vehicle log, sign reports, timesheets).
- Participate in training and continuing education courses.

Qualifications / Requirements:
- Associates degree from an accredited college or university, or equivalent combination of education and experience.
- Trade school or equivalent experience and advanced proficiency in one or more relevant trade skills.
- Seven years of experience involving multiple aspects of public or similar office building maintenance and operations.
- At least three years experience supervising and leading employees.
- Strong knowledge of construction and maintenance practices and procedures (e.g., carpentry, plumbing, mechanical, HVAC, and electrical work)
- Experience with hot water or steam boiler operation and maintenance
- Ability to prioritize and supervise staff and crews to address maintenance and repairs in a timely and thorough manner with minimal disruption to planned and routine activities.
- Knowledge of relevant safety procedures and standards.
- Ability to handle and resolve recurring problems.

- basic refrigeration systems.
- Hartford Steam Boiler and Operation Maintenance Certificate.
- CFC Certification Universal Type.

- National Energy Control DCC Certificate.
