Position Objective

Performs difficult work including reviewing construction plans, conducting engineering inspections and investigations, and reviewing the work of contractors for conformance to approved specifications. Independently monitors and inspects the progress and construction methods to ensure construction projects meet approved specifications; communicates and resolves field problems with contractors, staff, utility companies, residents, and affected parties. Work is performed under the limited supervision of the Engineering Superintendent.

  • Will be the chief inspector on complex road and bridge projects. Will direct and coordinate quality control tests on construction materials or other testing activities.
  • Collects and summarizes data so that inspection, design, and survey work may be completed.
  • Maintains construction records, prepares change orders/work orders, partial cost estimates, and final project documentation.
  • Reviews and interprets construction plans and calculates necessary field notes.
  • Identifies and resolves field problems with the Engineering Superintendent and Design Engineer.
  • Draft using manual and computerized drafting tools.
  • Test various construction materials as per the necessary project specifications.
  • Create base maps and Certificates of survey using information obtained from land surveys, satellite input, aerial photographs, and County or State Government records.
  • Tracks work progress and various phases of project operations.
  • Draft plans, writes specifications, prepares plat documents, and lays out work plans at a basic level so that projects are planned for by using manuals, drafting tools, and technical 
  • Operate equipment and instruments and makes necessary calculations so that surveys or other types of technical work are completed by using survey/G.P.S./Design equipment as dictated by the work performed and by following the procedures and guidelines of the necessary manuals.
  • Serve as survey crew chief in conducting survey of Public Works construction and maintenance projects. Trains, inspects, and verifies/validates the work of others.
  • Prepare or assist in preparing annual study reports including Bridge Inspection report, Township Road Mileage Certification and Annual Road Status
  • Attend pre-construction conference meetings and coordinates project schedule with the contractor, Engineering Superintendent, and others.
  • Communicates with Chisago County residents, government units, and other public and private agencies.
  • Other duties as assigned.

 

Knowledge, Skills and Abilities

  • Considerable knowledge of mathematics and related sciences; applicable Department of Transportation specifications and regulations; the fundamental practices of highway engineering and construction materials and methods.
  • Considerable knowledge of department software and hardware used for highway design and survey purposes. Including Trimble, Microstation, AutoCad, and Microsoft Office.
  • Skill in the use of engineering field, office and laboratory instruments.
  • Skill in the use and operation of design and survey computers and software applications.
  • Ability to communicate effectively with supervisors, contractors, utilities, and the public, and to produce reports, layouts, profiles, and exhibits which are readable, accurate, and which meet State and Federal requirements, ensuring that job tasks are carried out properly and in the proper sequence.
  • Ability to set and meet deadlines and schedules as required by management.
  • Ability to train lower level technicians
  • Ability to make decisions without immediate supervision and maintaining confidentiality.
  • Knowledge of the public land survey system.

 

Desired Minimum Qualifications

Associate or Technical degree and considerable experience, or a combination of equivalent education and experience.

 

Special Qualifications

  • The following MN/DOT Technical Certifications must be obtained within a reasonable time:
    • Aggregate Production.
    • Grading and Base I & II.
    • Bituminous Plant I.
    • Bituminous Street I & II.
    • Concrete Field I & II.
    • Inspector/installer certification.
    • Site management certification.
    • Design management certification.
  • Valid driver’s license.

 

Tools and Equipment Used

Phone, Cell phone, fax machines, copiers, Pickup trucks, concrete/soil/bituminous testing equipment, air compressors, hydraulic lift, jack hammers, hand tools, powered hand tools, computer and software, drafting tools, survey equipment and G.P.S. equipment, laser level, Top-con level.

  • While performing the duties of this job, the employee frequently works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibrations. The noise level in the work environment ranges from quiet to loud and noisy. Workplace hazards frequently include construction equipment, traffic and various other construction workplace hazards.
