What are the responsibilities and job description for the Deputy Warden position at County of Clarion?
OVERALL PURPOSE OF JOB
This is a full time supervisory position responsible for maintaining & coordinating all training work at the Clarion County Jail. Work is performed under the general supervision of the Warden. Assignments are stable in nature and are carried out in accordance with general work instructions and established practices, procedures and precedents.
ESSENTIAL FUNCTIONS OF JOB
- Assists the Jail Office Administrator with the management of the Jail when the Warden is absent.
- Ensures Correctional Officers are appropriately allocated among shifts.
- Directs the staff responsible for coordinating inmate programs including religious, educational, and mental health programs during incarceration and referrals upon release to the community.
- Assist in the development of the Jail’s budget.
- Prepares written responses of inmate grievances against Correctional Officers, staff and other complaints or violation of policy.
- Oversees inmate disciplinary procedures/follows misconduct process.
- Maintains knowledge of applicable federal, state, and local laws, codes, regulations, and rules as they pertain to the jail.
- Assists the medical staff in accounting for all medications, coordination of inmates to be seen by the medical Doctors, reports any medication errors to the Warden.
- Coordinates and maintains medical and dental contacts to provide services to inmates and ensures that dietary requirements for inmates are provided.
- Conduct a Continuing Education Program for the correctional officers on a regular basis.
- Maintain Training Calendar for each trainee, Correctional Officers training files, and conducts a Continuing Education Program for the correctional officers on a regular basis.
- Answers Correctional Officers requests for assistance.
- Remains on call for serious conditions such as riots, fire, inmate medical attention, etc.
- Performs Correctional Officer duties when necessary.
- Supervises Correctional Officers and Inmate Workers during any work detail throughout the facility.
- Responds to and handles inmate request forms/communicators.
- Inspects and reports any maintenance problems of the Jail to the Jail Office Administrator.
- Approves inmate visitation lists when submitted or every 30 days.
- Orders facility maintenance/cleaning supplies following the requisition process.
- Oversees all cleanliness, maintenance, and security within the facility and provides supply order needs when necessary.
- Assists the Warden with sentence orders as needed, leave requests, work orders, etc.
- Assists OIC to assign inmate housing locations and oversees daily call searches.
OTHER DUTIES OF JOB
- Will be willing to be trained and maintain certification in the following state mandated programs:
- Firearm Training Instructor
- Criminal Justice JTAC Officer
- PA SORT – Megan’s Law compliance Officer
- AFIS Fingerprint Compliance Officer
SUPERVISION RECEIVED
Receives instruction and/or supervision from the Warden.
SUPERVISION GIVEN
Supervises prison staff when the Warden is out.
WORKING CONDITIONS
- Works indoors in adequate work space, lighting, ventilation and temperatures.
- Works indoors with average exposure to noise but with frequent disruptions and stress.
- Normal indoor exposure to dust/dirt.
- Works “on call” or on an as-needed basis (“on call” 24 hours/7 days).
- Works daily with potentially volatile, hostile or aggressive inmates.
PHYSICAL AND MENTAL CONDITIONS
- Must possess ability to record, convey and present information, explain procedures and follow instructions.
- Must be able to stand and sit for long periods throughout the workday with frequent walking and occasional twisting, reaching, climbing, pulling and pushing required for obtaining files, performing inspections or other job-related duties.
- Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso necessary to carry out job duties.
- Sedentary work with occasional lifting/carrying of objects with weight of ten pounds.
- Must be able to cope with the physical and mental stress of the position.
- Must be able to react quickly, both physically and mentally, in the event of a disturbance or physical outbreak.
- Must be able to pay close attention to details and concentrate on work.
QUALIFICATIONS
A. EDUCATION/TRAINING
High School Diploma or equivalent required.
B. WORK EXPERIENCE
Three years of experience in law enforcement, ,military service, inspection or investigation work of which one year was a Correctional Officer; or any equivalent combination of education and experience.
C. CLEARANCE
Certificate of completion of the Pennsylvania Departion of Corrections Training or other Training approved by the Prison Board
Must work in conjunction with employer to apply for Act 34 PA State Police Criminal History, Act 151 PA Child Abuse and FBI clearances prior to employment. All clearances must reflect acceptable results. Clearances must be renewed every five years.
Vail Pennsylvania Driver’s License
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
- Considerable knowledge of State and Local Jail related laws and regulations.
- Considerable knowledge of correctional institution procedures.
- Knowledge of the Jails inspection techniques.
- Ability to supervise and manage.
- Ability to develop and operate under a budget.
- Ability to honestly handle and account for funds of others.
- Ability to remain alert at all times and to act calmly and quickly in emergencies.
- Ability to communicate well, orally and in writing.
- Ability to work well with people of different backgrounds.
