OVERALL OBJECTIVE OF JOB
Responsible for performing a wide variety of staff assignments, many of which have a significant effect upon department policy. Work includes analyzing administrative operations, developing and implementing work standards and procedures, and preparing detailed and comprehensive reports of findings and recommendations. Assignments are carried out with considerable initiative and independence, but work is reviewed through conferences and evaluation of results obtained.
ESSENTIAL FUNCTIONS OF JOB
1. Serves as an assistant to the Clarion County Human Services Fiscal Director and reports fiscal information out to Clarion County Children & Youth Services Director.
2. Assists in the preparation of the annual needs based budget as it relates to budget and fiscal forecasts and expenditures.
3. Reviews and monitors the county, program-funded, and fee-for-service provider agencies’ fiscal and accounting operations, including such areas as budget, receipts and expenditures.
4. Prepares monthly, quarterly, and annual financial reports for various federal and state agencies as well as for county management staff as requested.
5. Prepares budget estimates and various other fiscal and statistical reports including the CY-63 and collecting and maintaining data on child placement days.
6. Determines IV-E eligibility and maintains fiscal files for all out of home placement cases.
7. Reviews court orders for required language for IV-E eligibility.
8. Establishes and maintains cooperative working relationships with other governmental agencies including the medical assistance office, county assistance office, domestic relations, the social security administration. Responds to inquiries as needed.
9. Meets with county, state, or federal government officials or representatives of audit firms for fiscal training, informational meetings, and operational audit purposes.
10. Supports CYS Department in preparation for regulatory reviews and quality audits by ensuring charts are current and other materials are available as identified.
11. Serves as liaison for Maximum and RMTS.
12. Ensures the preparation of all contracts and contract addendums between Clarion County Human Services and its service and business providers including maintaining a protocol for contract preparation, completion and dissemination; editorial overview; and tracking receipt of completed contracts.
13. Maintains internal personnel files.
14. Supports department in preparation for regulatory reviews and quality audits by ensuring charts are current and other materials are available as identified.
15. Develops and maintains filing systems and practices, statistics, manuals and reports as necessary.
16. Composes letters, memos, reports and other departmental correspondence as required. Reviews and recommends appropriate content, formatting, presentation, etc.
17. Holds and documents regularly scheduled individual supervisory conferences as needed, but no less than every 30 days.
OTHER DUTIES OF THE JOB
1. Attends staffings, training, and other meetings as required.
2. Assists other clerical staff with work duties as needed.
3. Performs other job-related work as required.

WORKING CONDITIONS
1. Works indoors with adequate lighting, temperature, and ventilation.

4. Travels periodically to other work sites as needed.
PHYSICAL AND MENTAL CONDITIONS
1. Must possess ability to record, convey and present information, explain procedures and follow instructions.
2. Must possess hearing, seeing, speaking and reasoning senses necessary to carry out job duties.
3. Must be able to sit for long periods during the workday, with frequent standing, walking and occasional bending, twisting, stooping, reaching and grasping as necessary to carry out essential job duties.
4. Dexterity requirements range from simple to coordinated movements of fingers/hands; to simple movements of feet/legs/torso as necessary to carry out job duties.
5. Light work, with occasional lifting/carrying of objects with weights of 20-30 pounds.
6. Must be able to cope with the physical and mental stress of the position.
7. Must be able to pay close attention to details and concentrate on work.
QUALIFICATIONS
One year of experience as a staff assistant to an administrative officer or as a technician in a staff service of a large organization; and such training as may have been gained through graduation from a four-year college or university; or any equivalent combination of experience and training; Or
Two years as a fiscal technician and at least six college credits in accounting; Or
One year of accounting and/or budgetary experience and a business-related bachelor’s degree that includes six college credits in accounting; Or
Three years of accounting and/or budgetary experience and a business-related associate’s degree that includes six college credits in accounting; Or
An equivalent combination of experience and training that includes or is supplemented by six college credits in accounting.
Clearances:
• Must work in conjunction with employer to apply for Act 34 PA State Police Criminal History, Act 151 PA Child Abuse and FBI clearances prior to employment. All clearances must reflect acceptable results.
