Work is performed independently and as part of a team under the general supervision of the Finance Director. Instructions are given for special assignments and projects. Researches and resolves, or recommends resolution, for a wide variety of issues or questions related to payroll and payroll-related deductions with unusual issues referred to the Finance Director.

This position classifies the physical exertion requirements as moderate. Must be able to lift 12-20 pounds. Must be able to operate office and computer equipment; may involve extended periods of time at keyboards or workstation. - Responsible for the accurate and timely preparation and processing of monthly payroll for the County & Department of Human Services, including necessary review of all registers, system calculations, general ledger journals, tax reporting, and proper application of tax rates. In addition, ensures all tax levies/liens and garnishments are calculated and applied correctly per the law, calculations of pro-rated pay increases, retroactive pay, special pay for terminating employees, and benefit-related vendor disbursements.
- Review employee timesheets to ensure proper signature, accurate calculations, and compliance with FLSA.
- Researches and resolves discrepancies
- Generates and distributes control sheets
- Enters timesheet data into the payroll system, including maintaining and supporting vacation and leave tables and balances; includes multiple departments on different time schedules/cycles; and ensures that timekeeping and payroll records are maintained for legal compliance and required reporting.
- Works with Human Resources to ensure new hires, terminations, and related employee changes paperwork and action items are processed timely and accurately.
- Reviews Masterfile
- Confers with HR on any discrepancies, questions, etc., and updates entered in the payroll system
- Approves updates/changes to the computer system
- Reconciles, processes, and mails all benefit account payments.
- Confers with HR about any discrepancies between the payroll system and invoices.
- Assists with the reconciliation of payroll-related ledger accounts; quarterly and year-end payroll closing in preparation of reporting; and applicable monthly, quarterly, and annual regulatory reporting, including W-2s.
- Provides comprehensive customer service and training to County personnel at all levels on payroll procedures and time entry/coding procedures.
- Review submissions of approved timesheets and confirm the accuracy of data transfers between the County’s payroll and timekeeping systems.
- Assists with the annual worker’s compensation audit; participates in the County’s annual financial audit, including the preparation of various payroll and benefit-related working papers.
- Maintains a current knowledge of applicable laws/regulations; maintains an awareness of new procedures, trends, and advances in the profession; reads professional literature; attends workshops and training sessions as appropriate.
- Performs other related duties as assigned.
NON-ESSENTIAL JOB FUNCTIONS
