Acceptable Experience and Education
Associate degree from an accredited college or university preferably in, business, public administration, finance, accounting, statistical analysis, research methodology, or a related field and/or (3) three years’ experience in motor vehicle registration and titling, compliance analysis or monitoring, survey, or investigative techniques to include cashier and/or customer service in Motor Vehicle Administration.
Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities;
Certificates and Licenses Required
Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso;
Essential Duties
Performs complex compliance reviews of County Tax Assessor-Collector offices (TACs) and Full-Service Offices (FSDs) for conformity with Texas laws, rules, and regulations through a combination of in-house and on-site methods;
Performs Risk Based Inspections that prioritize inspections based on key risk factors, whether a Branch Office or Full-Service Deputy has previously violated a policy establishing a regulatory program administered by the Tax Office or a Directive of the Texas Department of Motor Vehicles; An efficiency audit report reflecting the number of violations and deficiencies committed by a Full-Service Deputy will be required on an annual basis;
Performs statistical sampling of data through Department reports to identify compliance issues and potential fraud schemes; Identifies training opportunities and reports issues to appropriate TAC Administration;
Compiles, reviews, and analyzes transaction data to verify FSD work product, and operations align with established Department policies;
Monitors inventory and security of motor vehicle license plates and registration items within County Full-Service Deputy (FSD) offices; Performs annual and periodic inventory of accountable and non-accountable items;
Performs annual inventory of Department assets located at Full-Service Deputy offices;
Monitors TAC compliance with standard monetary/inventory controls, policies, and procedures; Identifies, documents, and refers all findings and discrepancies to the TAC for resolution following established protocol;
Guides stakeholders through recommendations to mitigate risks and conducts follow-up visits to monitor continued compliance with laws, rules, and regulations;
Prepares and presents written and/or oral reports on compliance issues for Tax Assessor-Collector, management, and other staff;
Develops and maintains contact information and productivity reports of FSD compliance activities;
Conducts and coordinates fraud training with both internal and external stakeholders; Provides training through classroom and distance learning environments;
Acts as section liaison with external stakeholders to provide guidance and support during active investigations;
Frequently collects, delivers, or moves computer equipment, files, license plates, records, or other items weighing up to 50 lbs. each;
Performs administrative and clerical tasks utilizing County computer hardware and software;
Establishes and maintains files and records in computerized/digitized form;
Gathers, organizes, and summarizes information for compliance purposes; assists with preparing various routine and complex reports, tables, graphs, and statistical summaries;
Evaluates and ensures proper documentation on FSD investigation work product;
Conducts investigations on FSD Title Fraud, Tax Evasion and Salvage Title Rejection Cases to properly assess appropriate Motor Vehicle Sales Tax and Tax Office compliance;
Operates County vehicle to conduct all the various types of investigations and cases; completes mileage reports, performs motor vehicle safety checks and report mechanical issues to management;
Assists with the reporting of violations related to Title and Registration Compliance;
Assists with enforcing Registration and Title laws in conjunction with Motor Vehicle Sales Tax Collections;
Assists by preparing reports and correspondence related to FSD Investigations and compliance;
Establishes and maintains documents and records in appropriate files;
Prepares and submits reports; required to monitor Full Service Deputies;
Conducts Compliance audits and ensures compliance with the tax office and state rules, laws, and regulations;
Required to attend in-house classes and seminars conducted by the County Tax Assessor Collector and/or TxDMV dealing with changes in the laws, rules, regulations, and procedures;
Attends and participates in meetings, and information sessions;
Stays abreast of new trends and innovations in Title and Registration Fraud;
Substitutes, if assigned, for coworkers during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;

Summary of Position
The Motor Vehicle Compliance Specialist under general direction assists the Office of the County Tax Assessor Collector Office with evaluation and oversight of Contracted Full-Service Deputy Offices (FSD) by examining all matters dealing with Motor Vehicle Title and Registrations. Ensures adherence and compliance to established laws, ordinances, policies, and procedures and that include compliance with existing Contract requirements;
Minimum Requirements: Knowledge, Skills, and Abilities
Knowledge of: laws and regulations governing motor vehicle titles and registration to include Motor Vehicle Sales Tax Calculations and Inventory of Department Assets funds accountability and accounting functions English usage, grammar, punctuation, and spelling; techniques for effective interpersonal communications; modern office procedures, methods, and computer equipment to include Windows and Microsoft based products;
Skill/Ability to: Learn the organization, procedures and operating details of the; attention to detail and established deadlines; interpret rules, regulations, policies and procedures; implement and enforce administrative procedures to produce results; conduct compliance examinations and prepare reports; be a team player and practice public relations skills with Full Service Deputies; communicate effectively and provide guidance to others; be a self-starter and practice initiative without being told to; perform establish and maintain cooperative and effective relationships with those contacted during the course of work; Pass an Criminal Background Check;
