Job Purpose and Objectives:
Assumes the overall direction, supervision, and management of the department, as well as consultative and referral responsibilities.
Supervisory/Management Responsibilities:
This position is responsible for the supervision/leadership of employees, which includes making employment-related decisions and/or recommendations, and formally evaluating performance.
People Management: Clearly defines subordinate roles and responsibilities; motivates employees to perform and delegates work effectively; applies consistent performance standards and handles performance problems decisively and objectively; leads by example.
Operations Management – Directs and guides operations in alignment with organizational and departmental overall goals and objectives; ensures the execution of efficient processes to maximize organizational and departmental resources; utilizes operational knowledge to make sound decisions.
Strategic Leadership: Determines the strategic direction of the team or department in alignment with overall organizational goals; effectively communicates strategies internally and externally; creates a culture to support strategies and provides mechanisms to implement them; fosters buy-in and enthusiasm with employees.

- Supervises, directs, and evaluates assigned staff, addresses employee concerns and problems, directs work, counsels, disciplines and completes employee performance appraisals
- Develops, establishes, and implements educational, clinical, medical department/outreach public health programs based on the public health needs of Ellis County
- Educates and provides public service announcements as needed to physicians, citizens and other health care providers regarding public health concerns, threats, and interventions
- Complies with KDHE guidelines for communicable diseases and other health concerns assuring timely investigation, data collection, and implementation of epidemiological interventions
- Collaborates with other healthcare providers, businesses, agencies, and state/local government to establish policy, protocol, and/or regulations
- Provides service to assure timely and appropriate response to public emergencies
- Assures mandated reporting of diseases in a timely manner
- Develops and complies with all organizational and department policy and procedures as by the Ellis County Board of Commissioners
- Prepares and presents the department’s annual operating budget, including revenues
- Gather and maintain grant funds for state and/or federal public health programs
- Oversees and evaluates all contracts for services necessary to provide public health programs
- Prepares and submits all quarterly reports to the State of Kansas for grant specific programs
- Enforces and maintains compliance with all federal, state, and local laws and ordinances
- Performs other duties as assigned or deemed necessary
- Promotes and attends professional development opportunities provided by the county administrators office
- Reports to the Emergency Operations Center during a disaster event when necessary
- Attends regularly scheduled county commissioner meetings when available
- Operates all job-related equipment, medical equipment, tools, and other aids as required or needed
