POSITION: Elections Manager
DEPARTMENT: Elections & Voter Registration
LOCATION: Greene County Office Building
SALARY: MG PG 6 ($35,902.28 to $38,590.76/year)
HOURS: Monday through Friday 8:30AM to 4:30PM
Extra hours as necessary during Election periods
(1 hour unpaid lunch) 35 hours per week / Non-Exempt
BENEFITS: Health, Vision & Dental – First of month following date of hire
All Other Benefits – After 90 day probationary period

OVERALL OBJECTIVE OF JOB:
Oversee local, state and federal pre-election and post-election procedures, laws and regulations used in Greene County. Oversee day to day operations of the Department of Elections & Voter Registration.
ESSENTIAL FUNCTIONS OF JOB:
- Support the day to day running of the office and election process
- Manage election ballots for each election precinct for each Primary, General and Special Election.
o Create database of all public offices and candidates to be on ballots
o Assist with the design, prepare, proof, program and publishing of the absentee, provisional and emergency ballots
o Supervise absentee ballot process, ensuring all state and federal guidelines are met
o Utilize election management software of the electronic voting system for ballot creation, machine images and absentee ballots creation
- Coordinate and oversee all operations pertaining to the electronic voting machines
o Manage inventory and coordinate maintenance of all voting machines and other equipment
o Assist with coordinating pre-test, private test and public test of all voting equipment, including scanners
o Coordinate the delivery and pick up of all voting machines and equipment
- Assists in recruiting and training precinct election workers
- Organize and support Election Day operations
- Work with Director and Administrative staff to manage election results
- Conduct internal audits of precinct operations
- Ensure all voter registration applications are accurately accounted for in the voter registration database
o Work with the Department of State to correct all discrepancies
- Assists with campaign finance reports and statements
- Assists in all roles of the Director in their absence
OTHER DUTIES OF JOB:
- Attends meetings, seminars and trainings as required
- Interacts with the public on a day to day basis
- Attends Election Board meetings
- Composes; types and/or prepares various correspondence
- Address media as required
- Performs other job-related duties as assigned
SUPERVISION RECEIVED:
- Receives supervision from the Elections Director in regards to work duties
SUPERVISION GIVEN:
- Supervises department administrative staff. Provides supervision in absence of the Elections Director
WORKING CONDITIONS:
- Works indoors in adequate work space with adequate temperatures, ventilation and lighting
- Works indoors with average exposure to noise, but subject to frequent disruptions
- Normal indoor exposure to dust/dirt
- Required to work extra hours as necessary during election periods
PHYSICAL/MENTAL CONDITIONS:
- Must possess ability to record, convey and present information, explain procedures and follow instructions
- Must be able to sit for long periods throughout the workday, with intermittent periods of standing, walking, bending, twisting, reaching, stooping and grasping as necessary to carry out job duties
- Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs and torso necessary to carry out job duties
- Sedentary work, with occasional lifting/carrying objects with weights of ten to twenty pounds
QUALIFICATIONS:
a. Education/Training:
- High School Diploma or equivalent required; Associate Degree in Business/Management or related field p referred, plus clerical and computer training
b. Work Experience:
- Minimum of two years working experience in an office environment and two years working experience in Elections. Or, any combination of acceptable training/experience
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
- Must possess thorough knowledge of state and county election laws
- Must be able to pay close attention to detail and concentrate on work
- Must be able to maintain confidentiality concerning information and records
- Must possess ability to maintain accurate and efficient records and prepare reports in a timely and accurate manner
- Must be able to speak and understand the English language in an understandable manner
- Must possess good communication and interpersonal skills
- Must possess ability to function independently, have flexibility and the ability to work effectively with employees, general public and state agencies
- Must possess knowledge of modern office practices and procedures
