General Statement of Duties

Performs professional work in human resource administration within the Organizational Learning & Talent Development Division, providing guidance, support and consultation to agency and/or County staff; does related work as required.
Essential Duties
Join the Organizational Learning & Talent Development (OLTD) team in Human Resources to drive impactful employee development programs. This role blends project management, system administration, and data analysis to optimize learning initiatives while managing the Learning Management System (LMS) and coordinating training logistics. The ideal candidate will also be comfortable delivering presentations and facilitating discussions in a classroom setting.
Key Responsibilities:
- Administer the Learning Management System (LMS), including user management, reporting, and troubleshooting.
- Track, analyze, and report on training participation and effectiveness to drive data-driven improvements.
- Oversee class registrations, customer inquiries, and program coordination.
- Manage logistics for training programs, including scheduling, materials, and venue setup.
- Develop and maintain training materials, presentations, and digital learning resources.
- Teach New Employee Orientation (NEO) sessions (and other classes as needed), providing new hires with an interactive and welcoming experience and giving them a comprehensive understanding of organizational policies, culture, and resources.
- Facilitate discussion groups and interactive sessions within leadership development programs, encouraging knowledge sharing, asking thought-provoking questions to encourage collaborative learning.
- Assist with designing, implementing, and evaluating learning programs aligned with organizational goals.
Preferred experience:
- LMS administration and training coordination
- Proficiency in Microsoft Office and virtual meeting platforms (Webex, Teams)
- Event coordination
- Experience with e-learning tools (e.g., Articulate 360)
- Ability to deliver engaging presentations and facilitate classroom discussions
Minimum Qualifications
Human Resources Analyst II: Four (4) year degree in human resources management, public administration, or other relevant field and three (3) years of relevant professional experience related to the assigned area, OR: Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Human Resources Analyst I: Four (4) year degree in human resources management, public administration, or other relevant field and one (1) year of relevant professional experience related to the assigned area, OR: Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Additional Information
This position will be filled at the HR Analyst I or HR Analyst II level depending on the qualifications of the successful candidate and the needs of the department at the time of hire. This position is part of an approved Career Development Plan (CDP) and offers career development opportunities within the position based on the performance, qualifications, and experience of the incumbent.
The anticipated hiring salary will be commensurate with experience and will not exceed $72,875.
