This position is a part of our County’s Encore Program and open only to Henrico County retirees. Henrico Encore was established to provide a unique opportunity for dedicated employees to return to the County to fulfill a critical need. Essential Duties






This posting is for four Division of Fire positions: located within the Fire Support Services Facility Section, Training, and Health and Wellness.

The position located within the Division of Fire’s Facilities Section of Support Services.

Serves as a key member of the Facilities section of Support Services that manages and maintains all the Division of Fire’s facilities, which includes fire stations, logistical buildings, training facilities and other locations as needed.


  • Assist with the management maintenance of all fire department facilities and other locations.
  • Develops, updates, and manages documentation, guidelines, manuals, and databases for programs.
  • Works directly with the Facilities Captain and Battalion Chief of Support Services
  • Analyzes trends to determine the effectiveness of programs.
  • Develops performance measures to evaluate the effectiveness of programs and initiatives.
  • Assist with collecting information for reports and presentations.
  • Attends education and/or certification classes as needed.
  • Identifies, coordinates, and assists with facilities repairs, equipment replacement, and special projects.
  • Works with outside vendors and assists with purchasing equipment and supplies for programs or repairs.
  • Collaborates with other departments as needed.
  • Performs other administrative tasks and duties as assigned.
The position located within the Division of Fire’s Training.
  • Assist with logistical supply: Support district personnel by ensuring the timely delivery of necessary materials and resources for the purpose of conducting individual or multi-company training.


  • Develop scenarios for training: Create realistic training scenarios that challenge and enhance the skills of company-level teams.


  • Provide tools and equipment for training: Ensure that all necessary tools and equipment are available to facilitate effective company-level training. Handling all the set-up of equipment allows the company officer to participate with their personnel instead of being a facilitator of the training. The transition to this is new and will pay large rewards.


  • Serve as liaison for TBS, DPO, and other DOF classes: Act as the communication bridge between TBS, DPO, and other DOF classes, ensuring coordination and smooth operations. Having a consistent point of contact on the days that these trainings occur will allow for minimal interruption when issues arise.


  • Assist with Spring and Fall live fire evolutions: Play a key role in organizing and executing live fire training exercises during both Spring and Fall evolutions. This will begin during the planning phase and serve as a major contributor until the completion of the evolutions.


  • Plan and organize company-level and multi-company training: Oversee the planning and coordination of training exercises for individual companies and multiple companies, ensuring that objectives are met and training is efficient.


  • Provide feedback of training at the completion of the scenarios. As an independent and experienced member sharing constructive learning points of what went well and what could be improved allows companies to focus learning efforts in the areas that they need it most.


Serves as a key member of the Battalion Chief of Health and Wellness’s team.

  • Works with Battalion Chief and vendors to manage the Division of Fire’s cancer screening and prevention programs.
  • Update and develop program manuals for the Division’s Health, Wellness, and Safety programs.
  • Prepare and deliver relevant reports to agency leadership.
  • May work with community partners and outside agencies.

Physical Job Requirements:

  • May be required to sit or stand for 30% of the time
  • Must be able to lift, push or pull at least 50 lbs.
  • May be required to drive for extended periods of time (minimum 30 minutes one way)


This position will serve as an Encore Firefighter and may be required to serve in multiple section areas of the Division of Fire depending on current critical needs of the department. Assigned section areas may include:

  • CARE team
  • Community Risk Reduction/Public Education
  • Fire Marshal’s Office
  • Training
  • Professional Standards
  • EMS Basic Life Support


Minimum Qualifications



Graduation from high school; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

A criminal history record check and fingerprinting is conducted on all persons conditionally offered employment, including a conditional offer of initial employment, or a conditional offer to promote, demote, or laterally transfer an employee.

Eligible applicants must be retired from the Division of Fire for a minimum of 30 Days prior to applying. Applicants must be a retired Henrico County employee who successfully completed their probationary period while employed in a full-time status. Available jobs assignments will vary based on the needs of the department. Successful applicants will be hired as hourly/temporary employees and will not be allowed to work hours that exceed twenty-nine (29) hours per week or 1,500 hours within a twelve-month period to allow the hourly/temporary employee to maintain VRS retirement benefits.

Performs physically demanding work including: working from a ladder, working overhead, lifting and moving patients, moving and transporting public education equipment and materials; heavy lifting (up to 50 lbs) and physical exertion, operating fire tools and equipment while wearing turnout gear and PPE.

Valid Virginia or National Registry Paramedic or Emergency Medical Intermediate EMS license

Must possess a valid driver's license and a safe driving record to perform assigned duties at various locations Countywide.

Any positions involving medical transport must meet all the personnel and licensure requirements as specified in the Code of Virginia and Virginia Administrative Code governing Emergency Medical Services (EMS); must hold a current EMT certification from the Virginia Department of Health Office of Emergency Medical Services; must hold a current CPR certification from an Office of EMS approved cardiopulmonary resuscitation (CPR) course; must possess a valid driver's license and a safe driving record to perform assigned duties at various locations Countywide.

Assignment may require a pre-employment physical examination and/or medical tests administered by Henrico County Employee Health Services, the components of which are based on and appropriate to the specific sensory and/or physical demands of the job.

May have a vision requirement if uncorrected vision greater than 20/100 (20/100 must correct to 20/40 in both eyes).
