General Statement of Duties

The Digital Evidence Administrator, assigned to the Police Division, serves as a technology resource person, providing guidance, support, consultation and training to user employees and/or the public in the installation, operation, application and maintenance of body worn camera technology and case management systems; does related work as required.
Essential Duties

- Knowledge and ability to use digital tools and technologies to complete tasks
- Proven skills in project management, troubleshooting, and analytical skills
- Knowledge of agency-relevant office and business terminology
- Network with the Public Affairs Office for media releases
- Set roles and permissions for users within digital evidence ecosystem
- Troubleshoot issues with access to digital evidence
- Understanding of principle of least privilege.
- Provide courtroom testimony
- Knowledge of training/education theory and techniques and proven skills in the development and delivery of training
- Compose and fulfill annual goals and objectives for the unit
- Compose and enhance policies and procedures related to the body worn cameras
- Provide training on the body worn camera nomenclature, functionality, and agency use guidelines
- Acquire, manage, and distribute all physical equipment, accessories, and peripherals related to body worn cameras
- Manage all digital evidence collected with body worn cameras
- Troubleshoot issues with body worn camera hardware
- Ability to maintain agency hardware/software inventory system
- Maintain and audit digital evidence within the Division’s digital evidence ecosystem of record
- Compliance with criminal, civil, and regulatory legal mandates such as discovery motions, subpoena duces tecum, FOIA, preservation orders, and other court orders
- Liaison with the County Attorney's Office, Commonwealth’s Attorney’s Office, and other law enforcement agencies
- Assist with FOIA requests for digital evidence
- Excellent evaluative skills and the ability to develop agency and mission-specific applications and uses for available technology
- Maintain and troubleshoot networked docking stations for body worn cameras installed county wide.
- Manage and oversee the migration of digital evidence between the Division's digital evidence retention systems
- Coordinate the acquisition, storage, and dissemination of third-party digital evidence
- Network with Internal Affairs to locate and process digital evidence recordings
- Liaison with the Division’s Real-Time Crime Center and provide relevant support
- Audit digital evidence for quality control purposes and conduct evidence purges in compliance with Division policy and State Code
- Research and identify new technologies to enhance the digital evidence ecosystem
- Monitor legislative actions impacting agency policies and procedures
- Conduct periodic assessments of staffing, equipment and software needs; coordinate and oversee contractual, periodic equipment distributions; maintain real-time inventory controls
- Ensure compliance with vendor contracts and implement contractual programs
- Lead special projects for the Chief of Police related to digital evidence acquisition, storage, maintenance, and dissemination; related duties as assigned.
- Considerable knowledge of and familiarity with body worn camera recording equipment and related software ecosystems in area of assignment
- Considerable knowledge of the mission, goals and work performed by the unit or agency to which assigned
- Physical conditioning that permits activities including but not limited to heavy lifting, bending, stooping, stretching, carrying and moving equipment and supplies.

The expected hiring range for this position is $69,537-$81,938.
