Essential Duties and Responsibilities
The Deputy Director, reporting to the Division Director of Health Services, is a senior leader who oversees the day-to-day operations of the public health department. This position is responsible for managing staff, creating and implementing policies, overseeing grant programs and projects, and ensuring the department meets its goals.
Manage Operations
- Oversees the day-to-day operations of the department in compliance with all applicable federal, state and local statutes, grants, codes, rules and regulations pertaining to public health
- Serves in the capacity of Health Officer in their absence
- Helps oversee operations of a Level III local Health Department in accordance with State Statutes and Rules, in concert with the Health Officer
- Helps develop and manage the division budget
- Oversees and supports programs and grants
- Attends meetings for Health Officer as required and needed to promote public health
- Represents the Public Health Division before the County Board and Committees, as required
- Prepares and submits local, state, and federal health reports as required
- Maintains a safe work environment and follows all safety rules and regulations
- Utilizes various policies and procedures, forms, and tools to perform duties as assigned
- Uses principles of public health law, including local and state laws, in the planning, implementation, and enforcement of public health initiatives
- Ensures implementation of evidence-informed and emergency practices to address factors impacting population health
- Ensures adherence and compliance to the policies and procedures of the federal Health Insurance Portability and Accountability Act (HIPAA) regarding protected health information
- Creates and revises policies and procedures for the department in consultation with the Health Officer and senior Department leadership
- Participates in the development and implementation of training, and ensures compliance with training for the Division
- Assists with developing and implementing policies or strategies to improve the physical, environmental, social, and economic conditions affecting health in Kenosha County
- Oversees the department's staff recruitment and retention needs, including professional development and mentoring
- Ensures regular, effective performance management
- In collaboration with Human Resources, oversees hiring of qualified staff that meet all regulatory requirements
- Maintains a workplace culture conducive to effective recruitment and retention
- Assists with the planning, developing, implementing, and evaluation of public health programs
- Directs production of a community health assessment (CHA) resulting in a community health improvement plan (CHIP), at least every 5 years, using best practices
- Attends meetings and trainings to keep abreast of recent research, concepts, equipment, federal, state, and local requirements, and educational techniques, at the discretion of the Health Officer
- Serves as a member of various health-related community committees as required
Knowledge of:
- Ten Essential Public Health Services (i.e., using root cause analysis and other methods and tools) and Core Functions of Public Health Practice
- Relevant laws, codes, and regulations of a Level III local health office
- Principles of administration and personnel management
- Principles of budget preparation and administration
- Local governmental public health programs, practices, and responsibilities
- Management, leadership, and conflict resolution
- Strong written and verbal communication

- Bachelor’s degree in public health, public administration or related field: Master’s degree preferred
- 3 years’ experience in management/leadership in a public health and/or medical facility
- Bilingual – English and Spanish preferred
- Or, any combination of education, training, and experience which provides the required knowledge, skills, and abilities
- Valid driver’s license, acceptable driving record, and current certificate of vehicle insurance
- Access to a personal vehicle for use in the performance of the job
- Occasional and flexible weekend and evening work
- Perform other work as required or assigned including but not limited to a 24/7 response during a public health emergency situations such as disease outbreak, foodborne outbreak, natural disaster, or any chemical, biological, nuclear, or radiological event
