Job Responsibilities

The Weatherization Program Supervisor oversees the planning, implementation, and evaluation of the Weatherization Assistance Program funded by the U.S. Department of Energy (DOE). This position ensures compliance with all federal, state, and local regulations while improving energy efficiency, health, and safety in the homes of eligible low-income residents. The supervisor manages staff, contractors, and resources to achieve program goals effectively and efficiently.

Essential Duties and Responsibilities:

  • Program Oversight:
    • Manage day-to-day operations of the Weatherization Assistance Program.
    • Ensure program compliance with regulations, guidelines, and performance standards.
    • Develop and implement policies and procedures to meet program objectives.
  • Supervision and Management:
    • Supervise program staff including energy auditors, inspectors, and administrative personnel.
    • Provide training, performance evaluations, and support to ensure high-quality work and staff development.
    • Coordinate with subcontractors and vendors to ensure timely and quality service delivery.
  • Fiscal and Administrative Duties:
    • Assist with budget development, grant reporting, and monitoring of expenditures.
    • Ensure accurate and timely submission of required documentation, including client files, work orders, and program reports.
    • Track program metrics and prepare performance reports for internal and external stakeholders.
  • Client and Community Relations:
    • Oversee client intake and eligibility verification processes.
    • Serve as a liaison between the program and community stakeholders, including residents, contractors, and partner agencies.
    • Promote the program and educate the community on energy efficiency and available services at community events.
  • Quality Control and Compliance:
    • Conduct site visits and post-work inspections to ensure quality workmanship and compliance.
    • Address and resolve client complaints or concerns related to weatherization services.
    • Participate in audits and reviews conducted by federal or state agencies.

Minimum Qualifications

  • Education and Experience:
    • Associates Degree in Public Administration, Environmental Science, Construction Management, or related field preferred.
    • At least 2 years of experience in program management, housing services, or energy efficiency programs, preferably in a government or non-profit setting required.
    • At least 1 year of supervisory experience desired
    • Experience managing federal grants or DOE programs is highly desirable.
  • Knowledge, Skills, and Abilities:
    • Strong knowledge of residential energy efficiency practices, building science, and weatherization techniques.
    • Familiarity with DOE weatherization rules, health and safety protocols, and building codes.
    • Excellent leadership, organizational, and communication skills.
    • Proficient in Microsoft Office and program management software.
  • Certifications:
    • Michigan Residential Builders License preferred
    • Lead

      Abatement Supervisor certification preferred

    • In addition, the ideal candidate will possess the following knowledge/certifications:
      • BPI (Building Performance Institute) Certification(s)
      • OSHA 10/30
      • DOE Quality Control Inspector (QCI) Certification
      • Indoor Air Health & Safety
      • CAZ Pressure Diagnostics
      • ASHRAE
      • Lead Safe Work (LSW)
      • LRRP training/certification

Prescription Provider – Capital Rx
PPO or HMO: 20% of total healthcare premium per month – pretax
HDHP w/ HSA: 15% of total healthcare premium per month – pretax
HSA – One-time new enrollment County contribution of $1,000 single or $2,000 family,
max HSA contribution $4,150 single / $8,300 family

Eligible for non-smoking and wellness exam incentives
Medical benefits will become effective first day of the month after hire.

Class I – 100% of incurred charges (2 cleanings and 1 x-ray per person, per year)
All other Services – 50% of reasonable costs (including Orthodontics)

No charge for WellVision Exam; $20 materials co-pay or up to $60 co-pay for contact fitting with participating doctors

Self-pay in increments of $5,000; Minimum-$15,000/Maximum-$450,000

Vacation Leave
Full Time: 6 hours 40 minutes each month – after initial month of hire (0-3 years)
Part Time: 4 hours 50 minutes each month – after initial month of hire (0-3 years)

Paid Time Off
Full Time: Pro-rated amount of 80 hours based on number remaining months in the year at time of hire.
80 hours on the payroll at the start of the year
Part Time: Pro-rated amount of 40 hours based on number remaining months in the year at time of hire.
40 hours on the payroll at the start of the year

Unused paid time off will be transferred to the employee's reserve sick leave bank up to 182 hours immediately prior to the issuance of the annual paid time off credit. Hours in excess of 182 hours will be placed in employee’s retirement bonus bank.

Paid Parental Leave
80 hours of paid time off for birth of a child or temporary placement of the child for adoption. Eligible the 1st of the month following date of hire, runs concurrently with FMLA

Sickness & Accident Plan
1st day of accident or 8th day of illness
67% of gross wages; 26 week benefit
Eligible 1st of the month following date of hire

Long Term Disability
60% of monthly covered earning to a maximum of $5,000 per month; waiting period of 180 days

Shift Premium
Non-exempt employees are eligible for a shift premium of $0.50/hour for regularly scheduled second and third shifts that begin after 2:00 p.m., or for holiday or weekend work.

Overtime
Non-exempt employees are eligible for overtime at a rate of time and one half (1½) their normal hourly rate for hours worked in excess of 40 hours per week.
Tuition Reimbursement
$365 per credit hour; maximum of 9 credit hours per year (see policy for eligibility)

Deferred Compensation
Enrollment first of each month with a minimum investment of $25 per pay period
