General Summary
Under the direction of the County Administrator/Controller, is responsible for planning and administering a centralized human resources program for the County. This position is also responsible for processing the County’s payroll, generation and distribution of payroll and reports through the electronic payroll and benefits system (currently PayCom). Assists and coordinates with the County Administrator and administrative team in preparation for collective bargaining negotiations and associated processes with the 11 separate union labor units. Responsible for verifying all payroll and HR matters are adhered to based upon the current labor agreements and all County policies, procedures, and practices. Assures all statutory reporting and audit processes and oversees all other components of the personnel and human relations program.
Essential Functions
1. Maintains confidential paper and/or electronic personnel files for all County employees, elected officials and appointed department heads, including scanning of payroll, insurance and other personnel records. Oversees the centralized maintenance of the personnel records and administration of human resource information systems in accordance with legal requirements. Assures all statutory requirements and required reporting.
2. Responsible for processing, reviewing, and making any necessary changes with the County’s contracted electronic payroll and benefits software system (currently PayCom), requesting reports, verifying accuracy, and interpreting County policies and labor agreements as it pertains to compensation. Also, is responsible for managing the other various programs related to processing FMLA’s, recruitment, onboarding, health, vision and dental benefits, open enrollment, time management, garnishments, union dues, seniority lists, wage verifications, COBRA, retirement/pension plans, and year-end W-2 reports. Responds to employee inquiries regarding deductions and other issues related to the payroll process, and confers with department heads on questions regarding reported hours;
3. Prepares payroll related reports and reconciles allocation of employee insurance, COBRA compliance and payments, short term disability claims, or other programs and coordinates with the Finance Department on those reconciliations.
4. Provides confidential Human Resources support and guidance to all county department heads and staff, as requested, for personnel related matters, payroll benefit questions, as well as reporting matters of an issue or concern happening within the workplace, such as harassment, discrimination, unsafe working workings, violations of county policies or illegal activity, and follows directions and policies in order to proceed with investigations and/or appropriate action to address and resolve the issues.
5. Reviews and processes reports of employee injury related workers’ compensation incidents, and collects and verifies supervisor’s report of the injury. Directs employees in need of immediate medical services. Sends related documentation, including medical bills and reports to appropriate parties. Sets up workers’ compensation files and assists in maintaining such files.
6. Processes all unemployment claims, benefits, responses, and forms for workers compensation claims, reports, and bills and is the direct contact for the audit.;
7. Coordinates with the Administrative team in preparation for collective bargaining and may conduct surveys, gathering data on wages, benefits, and conditions of employment, suggest language clarifications, and developing the county’s bargaining position. Interprets and administers the labor agreements.
8. Researches and develops draft personnel policies and procedures, employment handbook, overseeing preparation and updates to job descriptions, departmental organizational tables, and making recommendations on requests for job reclassifications for consideration of approval by the County Administrator, Personnel Committee and Board of Commissioners for implementation.
9. Attends and responds to employee grievance hearings and various dispute resolution forums along with the Administrative Team and labor attorneys, if assigned. Provides research and other support to the legal counsel as necessary.
10. Researches personnel laws and regulations to determine the implications for the County’s personnel program as assigned. Recommends changes in county forms, procedures and policies in order to ensure compliance and implements changes adopted by the Board.
11. Responds to the more difficult or technical inquiries or problems of employees and managers related to county operations and policies. Interprets and explains policies and procedures to employees and management and attempts to resolve differences.
12. Investigates and advises county department heads on matters such as employee disciplinary issues, sexual harassment and/or bullying issues and other employee relations issues.
13. Participates with the Administrative team in the planning and implementation of major changes to the employee benefits program, as well as coordinates the development and presentation of employee and management training programs. Presents training programs in designated areas.
14. Attends with the Administrative team all Personnel Committee meetings, as well as Closed Sessions or other sub-committees, if needed or assigned, to discuss/present personnel and human resources related matters.
15. Provides instructions and additional details for new employee orientation and onboarding process and responds to inquiries. Ensures all forms and selections are completed correctly and follow-up as needed.
16. Works with the County Controller/Administrator and CFO in the development of requests-for-proposals for insurances and various contractual services.
17. Coordinates with the Building and Grounds Director to serve as Safety Coordinators for the County, overseeing loss control visits to determine risk factors and recommend corrective action. Initiates training programs related to loss control and coordinates related activities.
18. Supervises staff and performs supervisory responsibilities, assigns and delegates duties to staff, and any other duties as required.

Employment Qualifications
Education: Possession of a Bachelor’s Degree in Human Resources or related field and current SHRM Certification.
Experience: Five years of progressively more responsible experience in human resources, labor relations and payroll and benefits processing, preferably in government. Familiarity with PayCom or other related electronic payroll and benefit system is beneficial. The County, at its discretion, may consider an alternative combination of formal education and work experience.
Qualifications:
Thorough knowledge of the professional public management techniques involved in personnel administration, resource management, and payroll and benefits programs.
Thorough knowledge of the federal and state labor laws and case law, employee/labor relations, negotiating and settling collective bargaining agreements, preparing proposals and union contracts, grievances, workers’ compensation, disability and unemployment processes.
Strong interpersonal skills and ability to work cooperatively with Administrative team, Board of Commissioners, various appointed and elected department heads, staff, and vendor representatives.
Ability to explain complex policies and processes in layman’s terms.
Ability to prioritize work and problem-solve, detect errors, determine causes and make corrections.
Proficient knowledge of Microsoft Office Programs and various electronic payroll software programs.
Exceptional organizational skills and attention to detail.
Accurate data entry, typing, scanning and filing.
Knowledge of County Personnel Policies, Procedures and Practices, and Payroll and Benefit Packages;
Ability to communicate well orally and in writing.
Possession of a valid Michigan’s driver’s license.
