Job Purpose:
Under regular supervision, inspects and appraises the value of land, buildings of all types, structures, and property improvements for ad valorem taxation of purposes based upon the South Carolina State law and accepted methods and procedures for valuation of properties for the Assessor's Department. Work involves collecting, reviewing and analyzing information such as deeds, maps, soil types, subdivsion plat, construction costs, market conditions, easements, and other information relating to the value of property; and preparing and presenting all Appeals Board and Administrative Law Judge cases that are necessary. Reports to the Appraiser III.
Essential Duties and Responsibilities:
-Conducts on-site inspection of new construction; measures and notes type and quality of construction, roof type, square footage, etc. Conducts on-site inspection of existing properties to determine appreciation or depreciation after remodeling, renovations, rezoning, or changes in other econominc indicators. Inspects all property in the field for reassessment: verifies the data for each property; values all land and buildings by using the market and cost approach to value; analyzes sales data; reviews valuations for accuracy.
-Appraises new subdivision lots and deed splits, examines applications for Agricultural Use and Legal Residence; processes applications; examines South Carolina Codes of Law and South Carolina Codes of Regulations for the purpose of qualifying property. Manages tax appeals; meets with taxpayers for appeal hearings; conducts field inspections of property under appeal.
-Analyzes Multiple Listing Service data for the purpose of reviewing valuation data. Receives and reviews building permits, building plans, and maps.
-Conducts mandated reassessments in accordance with the South Carolina Department of Revenue directives. Prepares cases to be heard before the Lexington county Assessment Appeals Board and Administrative Law Judge hearing after exhausting all areas of settlement; prepares the case for the Administrative Law Judge Division if either party contests the Appeals Board's decision; testifies when necessary.
-Mails assessment notices as required, assists taxpayers in completing tax exemption forms, assists Mapping department in locating lots; makes corrections based on field work.
Minimum Education:
6 months to 1 year of advanced study or training beyond high school equivalency, with 1 to 3 years of experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
